Several countries have joined or returned to the association in recent years, and still others wish to join.

The Law Development Section of the Commonwealth Secretariat continued its work on the promotion of the Commonwealth's Model Laws.

In February 1997, the Commonwealth took the initiative to convene a Roundtable of Heads of Government on Democracy and Good Governance in Commonwealth Africa.

It is also an association of peoples, consisting of a vast network of professional and non governmental organizations representing the unofficial Commonwealth.
