In other developments, while CCSBT was able to adopt the recommendations of its Ecologically Related Species Working Group, especially those aimed at reducing by catch of seabirds in longline SBT fisheries, it could not reach an agreement on such fundamental issues as the total allowable catch and quota allocations for 1998, owing to a disagreement among its members over the status of the SBT stock itself.

286. In reviewing the southern bluefin tuna (SBT) fisheries, CCSBT considered reports by Australia, Japan and New Zealand, as well as reports by Taiwan Province of China and the Republic of Korea as observers.

The Commission agreed on the need for urgent action to facilitate the accession of the Republic of Korea and Indonesia to CCSBT and to secure the cooperation of Taiwan Province of China since the catch of those non members had risen rapidly over the past few years to the point where it threatened the recovery of SBT stock.

63. The Commission for the Conservation of Southern Bluefin Tuna (CCSBT) advised that there had been no reports of fishing with large scale pelagic drift nets in its area of competence during the reporting period.

Future action by CCSBT would take into account advice provided by the Working Group.

Fleet capacity had been raised in discussions within CCSBT as there were concerns that the southern bluefin resources might not be able to sustain the current level of fishing effort by member and non member fleets.

272. With respect to the north east Atlantic, the North East Atlantic Fisheries Commission (NEAFC) at its sixteenth annual meeting (London, 19 21 November 1997), considered the report of the International Council for the Exploration of the Sea (ICES) Advisory Committee on Fisheries Management (ACFM) on oceanic redfish, blue whiting, mackerel and Norwegian spring spawning herring stocks.

114. Australia stated that regulations had been made to extend the application of the Fisheries Management Act 1991 to Australian vessels fishing for southern bluefin tuna on the high seas to ensure that Australia was able to give effect to its obligations under CCSBT.

It was agreed that the total allowable catch limits (TACs) for 1998 for these stocks were as follows Norwegian spring spawning herring located in areas beyond national fisheries jurisdiction of Contracting Parties, 102,000 tons blue whiting, 650,000 tons oceanic type redfish in areas within and beyond national fisheries jurisdiction of Contracting Parties, 153,000 tons.

The tuna team from TOPP has done the unthinkable three teams tagged 1,700 tunas, bluefin, yellowfin and albacore all at the same time carefully rehearsed tagging programs in which we go out, pick up juvenile tunas, put in the tags that actually have the sensors, stick out the tuna and then let them go.

216. CCSBT indicated that the issue of shark conservation and management was related to CCSBT s area of competence and was therefore being considered by its Ecologically Related Species Working Group.

We're still killing bluefin tuna truly endangered and much more valuable alive than dead.

The Commission also noted the increasing number of other non members fishing for SBT and expressed their concern at this trend.

For example, in accordance with the decision of CCBST, it had required national longline tuna fishing vessels which intended to operate south of latitude 30 to be equipped with proper devices for avoiding the incidental catch of seabirds.

So, blue, blue, everything became blue.
