In addition to sustainable debt management, urgent action needs to be taken in order to do away with agricultural subsidies, in particular cotton subsidies.

Payment of child benefits, child benefit supplement and maternity subsidy

Agricultural subsidies by industrial countries had a negative effect on development in Benin.

Women are entitled to maternity insurance, which includes a hospitalization grant, a maternity grant, a birth allowance and a maternity leave allowance.

The WTO Agreement on Subsidies and Countervailing Measures (ASCM), permits generic subsidies (available to all industries) and prohibits export subsidies and subsidies contingent on the use of domestic merchandise that are granted to specific sectors.

To that end, we reject any attempt to perpetuate the protectionist measures of the developed world, in particular subsidies for the production and export of agricultural products, as well as the use of technical regulations as barriers to manufactured products.

Clearly, if African nations are exporters of major commodities, they stand to gain from the removal of foreign subsidies which reduce the world prices of these commodities.

Export subsidies were creating competitive price pressures on farmers in developing countries in their own domestic markets by reducing demand for domestically produced agricultural goods.

In fact, our cotton producers are victims of the subsidy policies of countries that are supposed to comply with the rules of international trade.

The difficulties facing African countries in these areas thus suggest the need for an extensive, if temporary, use of subsidy incentive schemes to promote non traditional exports.
