Some were repeatedly displaced and forced to flee across borders.

During 2003, approximately 207,607 people were forcibly displaced.

Forced displacement has become a problem of alarming dimensions.

Even as these new displacements occur the Government is not responding with sufficient determination to protect the rights of those internally displaced persons who returned to their land for the agricultural season and found their property occupied by nomads.

At the end of 2014, UNHCR, the United Nations agency for refugees, estimated that there were 59.5 million forcibly displaced people worldwide, the highest level ever recorded. Of these, 1.8 million are awaiting a decision on their asylum applications, 19.5 million are refugees, and the rest are displaced inside their own countries.
