The Special Court indicated to the assessment mission that a United Nations police or gendarmerie unit would be its preferred option, given the nature of the tasks, and that the United Nations police contingent would find natural interlocutors in the Sierra Leone police force, which provides security for the Court.

In addition to training programmes for police officers, the Ministry of Justice was organizing seminars for judges and public prosecutors to discuss problems in implementing the Law on the Protection of the Family and to increase the role of judges in combating domestic violence.

6.1 By her submission of 23 June 2004, the author states that, in spite of promises, the only step that has been taken under the Decree Decision of Parliament on the Prevention of, and Response to Domestic Violence is the entry into force of the new protocol of the police, who now respond to domestic violence cases.

Thus far, apart from the Liberian National Police, the Seaport Police and the Special Security Service, another 12 statutory law enforcement agencies have been identified.

Improving registration by the police and the Public Prosecution Service will ultimately improve insight into the number of incidents and developments with regard to the seriousness and scope of domestic violence.

5.10 Additionally, the State party states that special emphasis has been put on the handling of cases of domestic violence by the police.

The investigative capacity of key units such as the judicial police, to which 14 MINUSTAH police advisers have been assigned, has also been reinforced.

Furthermore, the Mission seconded personnel to the Commission's secretariat. The Mission also set up a police restructuring working group to represent the views of the EU Police Mission to the Commission and to provide technical expertise.

On 1 January 2004 the Dutch police launched a programme for the systematic registration of incidents of domestic violence.

The EU Police Mission was fully engaged in the police restructuring process, and the EU Police Mission Head of Mission served as a full member of the Police Restructuring Commission.

As a result of the work carried out by the Inter Ministerial Committee for the Treatment of Domestic Violence, social workers had been assigned to 11 police stations, two of which were located in mixed race cities.
