Accordingly, effective 1 October 1998, all requisitioning departments will be required to complete a supplier performance report.

The Government recognized that monetary settlements were preferable since they enabled claimants to repurchase lands or assets themselves.

UNDP believes that the formal aspects of reporting on procurement activities and the professional exchange of procurement experiences and best practices are currently within the mandate of IAPWG (recommendation 7).

The Special Rapporteur therefore reiterates to the General Assembly its recommendation that this question be studied carefully and in depth.

In all such cases, full justification must be presented by the requisitioning department.

They are of the view that the formal aspects of reporting on procurement are already on the agenda of HLCM (IAPWG started reporting on procurement to the Committee in 2003), and thus formalizing the mandate of IAPWG adds no value.

The Global Marketplace allows vendors to submit an application for registration to a single site, thus eliminating the necessity of multiple applications.

24. The Advisory Committee believes that there is an urgent need to improve procurement planning, particularly in peacekeeping operations, to avoid situations where, as indicated by the Board of Auditors,13 requisitions are sent at very short intervals for the same item in small quantities.

In this connection, the Advisory Committee recalls the recommendation of the Board of Auditors that requisitioning departments should not be permitted to specify the source of manufacturer.1 In its report of 19 October 1998 (A 53 513), the Committee had also stated that it considered the practice of the use of suppliers recommended by requisitioners unacceptable and had requested the Administration to take immediate action against those who continued to disregard proper procedures.
