The Secretary General has announced that a high level oversight committee is being established to closely monitor oversight reports and the implementation of recommendations of the three oversight bodies OIOS, the Board of Auditors and the Joint Inspection Unit.

OIOS will continue to monitor the implementation of this recommendation.

Monitoring of the implementation of Summit economic resolutions

This affords the National Assembly the opportunity to scrutinize the performance of Government.

The IGO no longer acts as secretariat of the Oversight Committee however the Inspector General continues to attends meetings on an ex officio basis.

The oversight role of parliaments as guardians of human rights should be supported and enhanced.

In the opinion of OIOS, the agreement was not in the best interests of the Organization and, in response to the OIOS recommendations, UNEP advised OIOS that the initiative to set up this Foundation ... was allowed to lapse .

Ensuring effective oversight is one key function of parliament, and it includes oversight of the security forces.

The UNHCR Oversight Committee was established in 1997 to assist the High Commissioner in overseeing the financial and operational management of the agency, to monitor the independence and effectiveness of the internal oversight functions and to ensure that oversight findings and recommendations were adequately addressed.

These oversight mechanisms were referred to as either audit committees or oversight committees.

OIOS continues to follow up on the implementation of its recommendations.

The September meeting had decided that the follow up to the recommendations of oversight bodies, including OIOS, should be a standing item on its agenda in order to develop a common approach and ensure harmonized reporting.

In its previous report, OIOS recommended that the committee be revitalized to be more effective in its responsibilities of overseeing security projects.

33. In the light of the above conclusions, OIOS makes the following recommendations

The Secretariat is preparing detailed proposals on the creation of an independent oversight advisory committee that would enhance the independence of United Nations oversight structures and serve as a tool for the General Assembly to better exercise its oversight responsibilities, drawing on best practices and benchmarks of similar audit and oversight committees (ibid., para.

It is proposed that a steering committee composed of international independent experts in the field of governance and oversight be established with the responsibility of coordinating and supervising the entire project.
