At its 1st meeting, on 28 November, the SBSTA considered a note by the Executive Secretary containing the provisional agenda and annotations (FCCC SBSTA 2005 5).

The Bureau of the Working Group may invite, in accordance with rule 38 of the rules of procedure of ICSC, members of the Bureau of the Fifth Committee.

The officers of the Conference would constitute the General Committee.

The Commission's Heads of Delegations held their seventeenth meeting in June 2005.

The Bureau is charged with the consideration of topics before the Committee, with the exception of the question of the security of missions and the safety of their personnel, which the Committee keeps under permanent review in plenary meetings.

The five members of the Bureau participated in the intersessional meeting.

The Bureau will make its recommendations to the Commission at its fifty fifth session.

The Committee commends the State party for its delegation, which was headed by the Director of the Legal Affairs Department at the Presidium of the Supreme People's Assembly and Chairman of the National Coordination Committee, and included members of the National Coordination Committee.

PGA members were in their official delegations to the International Conference on Population and Development and Social Summit.

Consensus among the groups is consensus among their members, who are all members of the same Conference on Disarmament.
