Vulnerability assessment and adaptation measures

The Meeting is called upon to assess the adequacy of the proposed information systems and technologies.

Various methods and approaches were used by Parties to assess impacts, vulnerability and adaptation (see table 1).

In the NATO arena you will see the term S3 as defined in the Allied Ordnance Publication 15 Guidance on the assessment of the safety and Suitability for Service of Non Nuclear Munitions for NATO Armed Forces.

A coherent methodology, which gives results that are comparable across the GIWA project, was developed and used to conduct regional assessments by 55 regional assessment teams.

The workshop covered the following topics overview of various frameworks used in V and A assessments, socio economic scenarios, climate change scenarios, impact, assessments (coastal zones, water resources, agriculture and human health) and integrated assessment and reporting.

Knowledge of languages is included as a factor in the evaluation form utilized by programme managers and appointment and promotion bodies to assess the relative competence and suitability of candidates.

Assessing adaptation strategies and technologies

The assessment of appropriate levels of operational reserves is a regular and recurrent activity undertaken by the Office.

In the general discussions that followed, several participants underscored the importance of national development policies to the elaboration of TNAs and the synergy between NAPAs and TNAs.

One of the main constraints in the assessment of vulnerability and adaptation in non Annex I Parties was the lack of data to meet the demands of the methodologies for these assessments, as well as Parties' inability to conduct the type of vulnerability and adaptation assessments that would generate results reliable enough to be incorporated into national planning processes.

CD ROMs containing the training materials on GHG inventories, V and A assessments and mitigation assessments will be made available at SBI 23.

The assessment procedures will apply equally to partners operating in emergency situations.

He pointed out that conducting a TNA for technologies for adaptation is more complex and challenging than for mitigation technologies and highlighted several key aspects in the identification of technology needs for adaptation.

Better international standards on drug abuse assessment will be identified and disseminated.

Impact assessment

The training materials on GHG inventories and V and A assessments were developed prior to the workshops and used at these training workshops.

Socio economic impact assessments should include gender assessment clauses.

Most of the adaptation options were identified using the IPCC Technical Guidelines for Assessing Climate Change Impacts and Adaptation to evaluate and determine the cost of specific adaptation strategies and measures.

Many Parties also reported on the use of the MAGICC SCENGEN for generating regional climate change scenarios as a first step in their vulnerability and adaptation assessments.

The LEG provided comments on the need to have a balance between training the participants on the use of tools and managing organizing the process of conducting V and A assessments.

Parties are also encouraged to report on specific results of scientific research in the field of vulnerability assessment and adaptation.

It is necessary for support service providers to develop mechanisms with which to regularly evaluate their service delivery in terms of appropriateness, relevance and effectiveness.

An impact assessment is to be conducted in due course.

Many Parties expressed the need for more work to be carried out on integrated assessments, socio economic assessments, identification of adaptation options and costing implications.
