CRIC Committee for the Review of the Implementation of the Convention

Mindful of the report of the third session of the Committee for the Review of the Implementation of the Convention (CRIC 3),

46. The Advisory Committee, however, is seriously concerned with the comments made by the Board, in paragraphs 84 87 of its report, regarding the results of the expanded audit requested by the Committee.

The Committee will comment further on the matter in its report on the report of the Board of Auditors.

The Board had also noted the comments made by the members of the Committee and by the Advisory Committee regarding the rate of implementation and impact of its recommendations.

The Government has established an interministerial committee to review the recommendations of TRC with a view to preparing a white paper.

The following replies of the Department of Health are in response to the comments made by the members of the Committee during the consideration of the Philippine report at its twelfth session

In decision 1 COP.5, the COP recommended the establishment of a Committee for the Review of the Implementation of the Convention (CRIC).

The Chemical Review Committee drafting group incorporates, as appropriate, comments from the members of the Chemical Review Committee and takes note of the comments made by observers of the Chemical Review Committee on the internal proposal and prepares a draft decision guidance document.

Consideration of the report of the Committee on its third session

The Director of External Audit (South Africa), United Nations Board of Auditors, stated that the Board of Auditors would assess the Atlas reviews and issue a report to the General Assembly in September 2006.

The Commission encourages the Government to further strengthen and improve the Committee, especially by reviewing the risk evaluation mechanisms it has adopted.

The Advisory Committee had made pertinent comments which would guide the Committee's evaluation.

In its decision 1 COP.5, the Conference of the Parties set up a Committee for the review of the implementation of the Convention (CRIC).

The Chairman of the Audit Operations Committee of the Board of Auditors introduced the report of the Board (A 60 5 (Vol. V)).

CRIC 1 took place approximately 10 months before the following session of the Committee.

95. It is the opinion of the Advisory Committee that it is incumbent on all audited administrations to provide the Board of Auditors with the information it deems appropriate for it to render an opinion on the financial statements.

The secretariat of the Committee, located in Vienna, organizes and services its annual sessions and manages the preparation of assessments requested by the Committee for its scientific scrutiny.

The Committee agreed that the Human Rights Committee s Guidelines for the exercise of functions by members of the Committee be circulated among members of the Committee on the Elimination of Discrimination against Women for their information and comments, with a view to possible consideration at its nineteenth session.

The Commission encourages the Government to further strengthen and improve CIAT, especially by reviewing the risk evaluation mechanisms it has adopted.

Urgent action is now required to establish the Assessment and Evaluation Commission, whose mandate and composition are currently being reviewed by the Presidency.

34. The Advisory Committee is of the view that although the Board made only one recommendation regarding the Commission, in paragraph 172 of its report, the comments made by the Board in other paragraphs warrant the full attention of the Commission.

It recommends, instead, that the proposed truth commission be composed of five commissioners, of whom three would be internationals and two nationals.

As indicated to the Advisory Committee by the Audit Operations Committee of the Board of Auditors, the Board intends to review this issue in the course of the next audit of peacekeeping operations.
