Purchase Contract Awards Act 2002, para. 23.8, addressing auctions with unlimited number of participants, states that all qualified applicants chosen from unlimited number of entrepreneurs publicly invited to submit applications to participate are permitted to participate in the auction, while para. 23.9 dealing with ERAs with a limited number of participants states that only selected applicants chosen from an unlimited number are permitted to participate.

Recently, however, they had been joined by other members of the international community, including the European Parliament in 1996.
