A survey specialist normally spends two weeks conducting the survey in the field and five to six weeks for preparatory arrangements and processing of survey results.

During the period under review, the Financial Investigator conducted indigence investigations of accused persons.

Sixty seven States that had completed the questionnaire for the second reporting period also did so in the third reporting cycle.

All of this is happening against the backdrop of increasing experimentation with drugs.

There is some evidence that the most effective media campaigns are those which engage players outside the scope of state institutions, for instance, those which work with the entertainment industry to develop and implement voluntary codes of conduct related to depiction of substance abuse.

More resources need to be devoted to interventions focusing on special needs.

C. Support services during the investigation of the crime

This is established by means of periodic comparisons through place to place surveys between the base city and other locations such surveys could be household expenditure surveys, housing surveys or price surveys.

The survey is expected to be available in early 2006.

Although the unit is not yet operational, it is expected that investigations on those cases will begin shortly.

However, investigations had been initiated by the authorities with a view to locating the disappeared persons.

The team was augmented in February by five highly skilled investigators and will be further strengthened to meet the medium term investigation requirements.

During their inquiries the police can hold someone in custody for up to 15 days and, if they decide that the proper completion of the investigation so requires, they can extend this period indefinitely.

One method is to conduct national family surveys on a regular basis.

The Commission also stated that the atrocities that started in 2003, which it was entrusted to investigate, continued during the investigation period itself.

Periodic and comprehensive surveys of stakeholders should be conducted.

Integrated household surveys are regularly undertaken in Pakistan.

A total of 109 Governments responded to the questionnaire covering the period 1998 2000, 114 States submitted replies for the period 2000 2002 and 93 States responded in the third reporting cycle, for the period 2002 2004.

The findings are expected to be ready for publication in April 1996.

The degree of data comparability between the reporting cycles is restricted, as not all questions remained comparable, because of fine tuning of the questionnaire following the first reporting period and the fact that not all countries replying to the questionnaire for the first and second reporting periods did so for the third reporting period.
