Recovery, return and reintegration

The returns from Pakistan continue at more or less the same pace as in previous years, whereas those from the Islamic Republic of Iran have slowed down.

As in recent years, the largest numbers of voluntary returns globally in 2004 were to and within Afghanistan.

About 730.000 persons were recorded for the return to their pre war homes, out of that 79,5 in FBiH, and 20,5 in RS.

In addition to assisted returns, there were significant numbers of Afghans returning spontaneously, particularly from the Islamic Republic of Iran, as well as some forcible returns of largely undocumented Afghans.

In 2005, more than 5,400 refugees returned to Rwanda, in addition to the almost 13,500 who returned in 2004.

In a remarkable development, 271,991 Sierra Leonean refugees returned, of whom 190,515 came from Guinea, 79,915 from Liberia and 1,561 from other countries in the region.

While the Provisional Institutions have made progress in support of technical preparations for returns and returns to municipalities, and remain the leading funder of returns, efforts to revitalize the returns process have been lacking.

The return flow has been continuous since early 2004, especially in the southern provinces.

Other areas, such as South Kivu, are considered too volatile for returns, though spontaneous returnees are provided with community based assistance to aid their reintegration.

In addition to the operational mechanisms supporting spontaneous movements, three additional activities are planned for facilitated returns registration, transport assistance and establishing a categorization system for areas of return.

The largest number of returns last year occurred in Afghanistan with more than 940,000 refugees alone returning home.

Return and transport assistance had been distributed to over 145,000 IDPs from an anticipated return caseload of 314,000.

A database of the displaced population is needed, including information on the demand to return and the levels of returns.

Community based reintegration projects are being implemented in areas of return to enhance the capacity of war affected populations to receive returnees and support vulnerable populations in rebuilding their lives.

The total figure for facilitated and spontaneous returns in all provinces of the country was 28,180 people as of 15 August 2005.

Some 123,000 more returned spontaneously.

However, despite the officially proclaimed support for returns that was expressed on several occasions, one more so called year of returns is passing, and there are no results.

Since 2002, approximately 4 million Afghan refugees have returned, including about 2.7 million from Pakistan.

Some municipalities have severely delayed the drafting of return strategies, the appointment of returns officers and other measures of support.

With the launching of the repatriation operations from the Central African Republic in October 2004 and the Republic of the Congo in April 2005, almost 12,000 refugees have returned home since October 2004.

Some 90,000 refugees returned to Burundi, mainly from the United Republic of Tanzania, and over 80,000 Angolans returned from Zambia (46,500) and the Democratic Republic of the Congo (34,000).

By mid March 2005 an estimated 600,000 Sudanese had returned home, including 200,000 people who had repatriated spontaneously from neighbouring countries and 400,000 who had returned from other areas of the Sudan.

The focus on voluntary repatriation for refugees and return of IDPs continued throughout the reporting period, with 330,000 African refugees returning home in 2004.

10.2 States shall allow refugees and displaced persons who wish to return voluntarily to their former homes, lands or places of habitual residence to do so.

Mass returns also continued to Afghanistan as another million persons went home, mainly from the neighbouring Islamic Republics of Iran and Pakistan.
