In 2000 2003, worldwide activity on the website increased eight fold to reach 32 million hits, from 3.5 million visitors.

When the Special Committee undertook a field visit to Egypt in June 2005, the United Nations Information Centre in Cairo reached out to the media to publicize the visit.

The visit was in follow up to a preparatory mission of five days carried out in July 1996 by Mr. Joinet, the former Chairman of the Group, during which he met with officials, visited a prison in Beijing and a re education through labour centre in Shandung province and agreed upon modalities for a future visit by the Working Group (see E CN.4 1997 4, paras. 23 35).

All partners had worked closely together in the preparations for the mission, during the mission, as well as on follow up.

The independent expert visited the Democratic Republic of the Congo for the second time from 9 to 18 November 2004, when he travelled to the east of the country.

However, despite an extensive exchange of communications, it had not been possible to reach agreement on the dates and modalities of such a visit. The Special Rapporteurs had therefore been unable to undertake their mission prior to the finalization of the interim report.

5. The present report summarizes the findings of the two missions and the recommendations made by the independent expert.

Progress had been made in that direction through the regional office in Mexico City and a number of visits to Mexico by the Director General, during which high level talks had taken place.

58. During this visit, the Special Rapporteur was informed that there were 581 detainees, 39 of whom had arrived that day.
