33. While the situation in Karuzi, Kayanza and Muramvya has steadily improved, the western provinces of Cibitoke, Bubanza, Rural Bujumbura, Bururi and Makamba remain unstable.

In November, several incidents of looting by FNL were also reported in Bujumbura rural, Cibitoke and Bubanza provinces.

In October, violence attributed to FNL included the killing of at least 19 people in separate incidents in Bujumbura rural, Bubanza, Cibitoke and Kayanza provinces.

To date, despite often very uncertain security conditions, the Observer Mission, which currently comprises 9 observers in Burundi and a security officer and is awaiting the imminent arrival of another 10, has been able to conduct some 40 investigations in the field, mainly in Bubanza, Bujumbura Mairie, Rural Bujumbura, Bururi, Cibitoke, Gitega, Kayanza, Muramvya, Muyinga, Ngoyi, Rutana and Ruyigi provinces.

A few were released, but most were detained at military positions in Bujumbura rural, Bubanza and Cibitoke provinces, from where some were transferred to police detention.

27. The provinces of Rural Bujumbura and Bubanza remained unstable at the end of July, while attacks also took place in the formerly calmer provinces of Kayanza and Muramvya.
