Actual expenditure totalling 188,600 covered commercial communications fees and charges of 172,700 and pouch and postage costs of 15,900 and resulted in the unutilized balance of 171,400.

The additional requirement of 40,500 was due to the cost of postage, for which no budgetary provision had been made.

The decrease reflects the effects of streamlining operational costs in advertising and in the purchase of stamp stocks.

The communications items include, among other things, telephone, telex, fax, e mail and postage and pouch services as well as freight and forwarding expenses.

The Committee notes the high levels of resource requirements under these objects of expenditure and cautions against cost escalation at UNPA, given its uncertain financial situation.

The savings would result from reduced tape dubbing and pouch cost and the contractual engineering services involved.

IS3.20 The provision of 1,970,500, reflecting a decrease of 829,600, would cover (a) the consolidated cost of printing stamps ( 1,388,500) in both United Nations Postal Administration offices (b) the overall programme for advertising and promotional activities ( 576,400) and (c) requirements for contractual software applications ( 5,600).

(c) Provision is also made for the lease of photocopiers ( 53,800), external printing ( 50,000), freight, mail and pouch services ( 171,900), which includes the costs of stuffing and mailing approximately 400,000 documents per biennium, and off site storage of documents ( 65,000).

The provision for commercial communications covers UNOMIG s share of the cost of the global beam transponder ( 42,500), Inmarsat A terminals ( 54,000), Inmarsat M terminals ( 18,000) and telephone, facsimile, postage and pouch charges ( 60,000).

The estimate includes provision for charges for the transponder satellite extension ( 42,600) operating and dial charges ( 248,400) telex telefax charges ( 2,400) postage and pouch charges ( 33,200) and rental and maintenance of lease lines, pagers and cellular phones ( 7,200).

(b) Financial incentives provide finance for new investment or to defray capital or operation costs.

At this stage, the Committee notes that these investments in information and communication technology (ICT) infrastructure have not yet produced any discernible reductions in the costs for travel of staff or pouch services.

Requirements in regard to public awareness, in an estimated amount of USD 47,800, are further expected to arise in 1999 in respect of consultancies (USD 18,000 for an editor), temporary assistance (USD 18,800), supplies and materials (USD 5,000) and freight and courier postage (USD 6,000).

IS3.17 The provision of 1,509,700, reflecting a decrease of 841,500, includes (a) a provision of 1,429,000 to engage the services of hourly paid workers to perform order processing and preparation of philatelic material for dispatch from Headquarters and the European Office and (b) requirements of 80,700 for overtime needed during stamp exhibitions, the sale of first day of issue stamps and other periods of peak workload for the Postal Administration as a whole.

In addition, this estimate covers the cost of official telephone calls via New York Headquarters ( 10,000), official telephone calls and line rental in the mission area ( 15,000), official postbox rental ( 5,000), the cost of air freight for diplomatic pouches ( 7,800) and the cost of access fees to the Chase Manhattan banking data to provide the Finance Section of UNDOF with on line account information ( 800).

IS3.21 The provision of 994,600, reflecting an increase of 248,300, would cover maintenance of office automation equipment ( 111,700), communication costs ( 212,600), miscellaneous services, including stamp affixing, insurance requirements and the cost of stock delivery to dealers, promotional mailings, envelopes, posters and circulars ( 670,300).

Provision is also made for the hire of photocopiers ( 16,600), external printing ( 20,000), and freight, mail and pouch services ( 57,100).

The cost estimate includes (a) global and domestic transponder lease at 54,167 per month ( 650,000) (b) INMARSAT charges for C and M terminals at an average cost of 120,000 per month ( 1,440,000) (c) local telephone charges at an average cost of 800 per month ( 9,600) (d) postage fees for contingent personnel at an average cost of 2,500 per month ( 30,000) and (e) pouch, facsimile and telex charges at an average cost of 6,700 per month ( 80,400).

Provision is made for postage of personal mail for the troops ( 58,400), the cost of veterinary service for 30 patrol dogs ( 45,750) and other services ( 60,000).

Additional resources in the amount of 31,500 are proposed for travel, daily subsistence allowance and expenses.

70. The Universal Postal Union (UPU) has continued to devote a large part of its technical assistance resources to projects in African countries.

In paragraph 477, the Board recommends that the United Nations Postal Administration consider setting up a contingency fund from sales revenue to cover the mailing charges of pre sold United Nations stamps in the event that customers use the stamps in the future.
