The former Department for Development Support and Management Services (now part of the Department of Economic and Social Affairs), whose procurement operations are now integrated into the Procurement Division, procured 24 million in 1997, with 35 per cent of that amount from developing countries, up from 29 per cent in 1996.

Aside from the multilingual policies of some organizations, having procurement manuals in the three working languages of the organizations is an important practical requirement in cases of decentralized procurement operations, in particular the United Nations and its funds and programmes.

Common procurement services

UNDP Inter Agency Procurement Services Office (IAPSO) already has an advanced e procurement platform.

For example, the Division could use the United Nations bimonthly procurement publication of the Department of Public Information, entitled Development Business, as well as the United Nations information centres.

Covers activities in the areas of planning, procurement, personnel, communications, transport and air operations.

UNDP believes that the formal aspects of reporting on procurement activities and the professional exchange of procurement experiences and best practices are currently within the mandate of IAPWG (recommendation 7).

There may sometimes exist rules and regulations regulating public procurement issued by various agencies handling public procurement.

The primary source of procurement statistics is the annual report on United Nations system procurement issued by the Inter Agency Procurement Services Office of UNDP.

For OSS, this illustrates the need to become ever more efficient in procurement and distribution practices.

Accordingly, special attention was given to the procurement operations in the audits conducted subsequently.

Meanwhile, the Secretary General would like to inform the General Assembly of the results of a comparison of operating costs within the Procurement Division (salaries, equipment and supplies) with the volume of procurement undertaken against those costs.

A Task Force on common services was established in 2001 and includes procurement as one of its areas of work.

As indicated below, this compares to the value of equipment and goods purchased by the United Nations Office for Project Services of 139.2 million in 1995, with 8 Professional and 17 General Service staff and the value of purchases by the Contracts and Procurement Service of the Department of Development Support and Management Services of 24.4 million, with 5 Professional and 13 General Service staff.

In this respect, and as set forth more fully in paragraph 24 below, the ongoing procurement reform, including the reorganization of the Procurement Division, will address strategic and policy issues as well as procurement operations, thus ensuring an integrated approach to the realization of the enhanced procurement functions within the United Nations.

Direct procurement of drugs by the recipient countries is also possible through IAPSO's e commerce platform.

Thirdly, it should considerably facilitate procurement reform and the pooling of procurement services.

The Procurement Services should investigate ways in which the procurement plan can be enhanced as a tool in the management of the entire procurement process.

However, ITU outsourced as much as 58.7 per cent of its 2002 procurement operations to the private sector and ILO did likewise for 8 per cent of its total procurement.

The organizations with highly decentralized procurement operations in over 100 different locations, such as UNDP and UNICEF, not included in the table, would logically have more procurement staff overall than organizations with mostly centralized operations.

UNOPS reorganized its client service and procurement operations and decentralized staff out of New York into regional structures.

As explained elsewhere in the present report, a number of initiatives are being taken to improve operations in the entire supply chain, that is, in the Procurement Division and other units involved in the procurement function.
