In New Zealand, for example, heads of procuring entities are free to manage their departments' procurement operations.

To ensure that the Department of Peacekeeping Operations submits the consolidated acquisition plan to the Procurement Service by 1 June of each financial year, the Department has an internal goal of submitting all acquisition plans to the Procurement Service by 15 May.

The conduct of procurement in some countries may also be regulated by internal memoranda, circulars, letters of information from ministers and instructions issued within ministries or procuring entities.

Accordingly, training of procurement staff has been an integral part of the procurement reform programme at the United Nations in the past decade.

UNPD, in addition to procuring for Headquarters entities, also supplies peacekeeping missions around the world.

To facilitate data exchange between Headquarters and the peacekeeping missions, the Procurement Service has been working with the Department of Peacekeeping Operations to develop a common procurement management system.

The savings were offset in part by additional expenditure pertaining to the acquisition of equipment, procurement action in respect of which was not completed in the previous period owing to long procurement lead times.

It would consolidate the results achieved thus far in procurement reform, and lend further recognition and visibility to the procurement profession within the United Nations itself, and by extension, within the common system as a whole.

Notes the Secretary General's plan to provide purchasing cards to departments and offices for the procurement of low value items, and requests the Secretariat to develop strong internal control mechanisms that will safeguard against misuse, after consulting with the Office of Internal Oversight Services and outside organizations experienced in administering purchase card programmes.

Procurement Services should identify priorities for the guidance and training of its staff members in a structured manner, for example, based on the outcomes of their performance evaluations, and with reference to the organisation's procurement requirements and the Service's performance.

UNDP Inter Agency Procurement Services Office (IAPSO) already has an advanced e procurement platform.

Procurement processes annually 600 to 700 requisitions in the total amount of 45 to 49 million, out of which more than 80 per cent constitutes acquisition of goods and services for technical cooperation activities.

Further strengthening of procurement reform at Headquarters by establishing a central procurement facility at Headquarters by 2010 with a view to providing energetic leadership and a frame of reference for similar streamlining of procurement activities at other duty stations, especially in the field (para.

More specifically, in 2004 technical cooperation procurement amounted to USD 49.9 million (2003 USD 50.2 million) and headquarters procurement amounted to USD 19.9 million (2003 USD 10.9 million).
