B. Prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts deposits in the Area

These programmes address environments where polymetallic sulphides and cobalt rich ferromanganese crusts are found.

Draft regulations on prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts in the Area

For polymetallic sulphides or cobalt crusts the exploration area shall consist of contiguous blocks.

The State s reserved powers with regard to fuel oils, potassium salts, nickel, chromium and cobalt shall be transferred to the Territory.

The Authority reserves the right to enter into contracts with respect to resources other than (polymetallic sulphides) (cobalt crusts) with third parties in the area covered by this contract.

The objective of this set of Regulations is to provide for prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts.

2.2 The Contractor shall have the exclusive right to explore for (polymetallic sulphides) (cobalt crusts) in the exploration area in accordance with the terms and conditions of this contract.

34. While the work continues on the mining code covering polymetallic nodules, the two other types of minerals found in the Area are gaining in importance polymetallic sulphides with economically attractive metal contents of gold, silver, copper and zinc, and cobalt bearing crusts having a similar metal composition as polymetallic nodules but with a much higher cobalt content.

the Authority hereby grants to the Contractor the exclusive right to explore for (polymetallic sulphides) (cobalt crusts) in the exploration area in accordance with the terms and conditions of this contract.

Furthermore, it was recognized that the two resources, polymetallic sulphides and cobalt rich ferromangnanese crusts, were fundamentally different resources and as a consequence different provisions were required to regulate each.

At its 93rd meeting, on 2 June 2004, the Council took up the draft regulations on prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts contained in document ISBA 10 C WP.1.

Meanwhile, the United States imports around 8,000 tons of cobalt per year. If it imported only 25 per cent of its annual needs from Cuba, approximately 2,000 tons, Cuba would earn over 66 million at current prices.
