In recent years the economy has suffered because of a depressed international demand for nickel, the principal source of export earnings.

The United States imports an average of 130,000 tons of raw nickel per year.

There are currently three major nickel related projects under way in the Territory, namely, those of Société Le Nickel, Falconbridge Limited and the International Nickel Corporation (Inco) (see A AC.109 2000 4, paras. 30 32 A AC.109 2001 14, paras. 33 36 and A AC.109 2002 13, paras.

The outlook for the nickel market is also dependent on global economic growth, and thus on future levels of activity in East Asia, since in common with lead and zinc nickel is heavily dependent on a single industrial activity, namely stainless steel, which alone accounts for about 60 per cent of world consumption.

And these were steel, mica, plastic, copper and nickel.

The third project by the Canadian company, Inco, for a new nickel mining and smelting project at Goro, South Province, resumed in early 2005, following long delays.

Nickel mining is also important in the province, but is mostly concentrated in Morowali, on the opposite coast of Sulawesi.

Wide ranging consultations were continuing and great progress had been made in developing the infrastructure of the island and the nickel mining industry.

Notwithstanding further delays, the mine is due to open in 2007 and is expected to eventually produce 60,000 tonnes of nickel and 5,000 tonnes of cobalt per year.30

Currently, there are only 8 mines that are in production in the country 4 diamond mines, 2 copper nickel mines, 1 gold mine, 1 soda ash mine and 1 coal mine.

It is these laws, policies and practices that attract mining companies to prospect for and subsequently exploit the diamonds, copper nickel, coal, gold and soda ash deposits.

Alloyed steels, which are sometimes also called special steels and may be considered specialty products, contain small portions of alloying elements such as chromium, cobalt, manganese, molybdenum, nickel, niobium, silicon, tungsten or vanadium.

The only sector in which Kanaks were active was in mining, essentially as a result of political action and the proximity of nickel deposits to areas under traditional influence.

The debate over the impact that new nickel projects will have on New Caledonia's pristine maritime environment began some years ago.

Because of its proximity, Cuba would be a natural supplier of nickel, and but for the embargo could be selling the United States over 30,000 tons per year, worth at current prices over 500 million.

There was no environmental legislation, mining regulations dated back to the 1950s, the country had been plundered for 125 years, over 2 million tons of nickel had been mined and no compensation had been paid to the local communities.

Among the metals, copper prices declined by 36 per cent between June 1997 and February 1998, nickel by 24 per cent, zinc 22 per cent, and lead 16 per cent, while among the agricultural materials sawnwood prices fell by 34 per cent, rubber 29 per cent, wool 27 per cent, and jute 25 per cent.

We've been working on this, actually, as an alternative energy source, starting way back with Johnson Johnson, to run an iBOT, because the best batteries you could get 10 watt hours per kilogram in lead, 20 watt hours per kilogram nickel cadmium, 40 watt hours per kilogram in nickel metal hydride, 60 watt hours per kilogram in lithium, 8,750 watt hours of energy in every kilogram of propane or gasoline which is why nobody drives electric cars.

According to the French Government, the renovation, which implies the upgrading of one of Doniambo's three smelters and of another Société Le Nickel mine, at Tiebaghi, is scheduled to begin production in 2006.29

Also, based on input from various suppliers, nickel hydrogen batteries and hydrazine fuel have been identified as the only explosion hazards, and provisions have been made to minimize that kind of failure.

However, there is no doubt that the prices of agricultural raw materials, metals (in particular copper and nickel) and to a somewhat lesser extent energy products have been adversely affected by the depressed demand stemming from the crisis.
