Azerbaijan stated in its notification that it had designated the Ministry of Internal Affairs of the Republic of Azerbaijan as the national body.

Gravely concerned over the aggression by the Republic of Armenia against the Republic of Azerbaijan which has resulted in the occupation of about 20 percent of the territories of Azerbaijan

Expressing the sovereign will of the Azerbaijani people, the Milli Mejlis of the Republic of Azerbaijan declares once again that the Republic of Azerbaijan will never agree to the seizure of sovereignty in a part of its territory or the outrageous occupation and separation of its primordial lands, and will resort to all possible means in order to achieve the restoration of its territorial integrity.

The Government of Azerbaijan reported that the Constitution of Azerbaijan provides for unimpeded entry of foreign nationals to the territory of the State, freedom to choose one's residence, as well as exercise of the other human rights and freedoms equally with the citizens of Azerbaijan.

The Press Service of the Defence Ministry of the Nagorno Karabakh Republic warns once again that any actions of the Azerbaijani party that threaten the security of the Nagorno Karabakh Republic and can lead to the destabilization of the situation in the Azerbaijani Karabakh conflict zone will be resolutely suppressed.

Taking advantage of the conditions at the end of the 1980s, the Armenian nationalists first completed the forcible deportation of hundreds of thousands of Azerbaijanis who were the primordial inhabitants of the territory of the Republic of Armenia, and then launched an open military aggression against Azerbaijan in order to carry out their territorial claims against our country.

Ms. Adjalova (Azerbaijan) said that her Government stood ready to support fully the work of the Representative.

Azerbaijan failed to recognize that the sad situation referred to in the report was the result of its own aggression against the people of Nagorny Karabakh in their legitimate and peaceful quest for self determination.

Sustainable peace cannot be achieved without normalization of life and ensuring peaceful coexistence and cooperation of the Azerbaijani and Armenian communities of the Nagorno Karabakh region of the Republic of Azerbaijan.

The Government of Azerbaijan stated that the present report should reflect the violations of rights and freedoms of the citizens of the Republic of Azerbaijan who used to live in the 20 per cent of the territory of Azerbaijan occupied by Armenia, as well as the presence of about 1 million refugees forced to leave their permanent residences due to armed aggression by Armenian military groups.

Security Council resolutions 822 (1993), 853 (1993), 874 (1993) and 884 (1993) regarding the occupation of the Azerbaijani territories unequivocally reaffirmed the sovereignty, territorial integrity and inviolability of the borders of the Republic of Azerbaijan and demanded the complete, immediate and unconditional withdrawal of the Armenian armed forces from the occupied territories of Azerbaijan.

Deploring the Armania backed aggressive separatism instigated in the Nagorno Karabakh region of the Republic of Azerbaijan, followed by aggression and occupation by Armenia of about 20 percent of Azerbaijani territories and resulted in violent displacement of almost one million Azerbaijani people from their homes, which, as such, resembles the terrible concept of ethnic cleansing

Occupation of part of Azerbaijani territory by Armenia in 1993 had led the United Nations Security Council to address the problem and pass four historic resolutions reaffirming respect for the sovereignty and territorial integrity of the Republic of Azerbaijan.
