National laws often contain provisions concerning the development of the project and the procedures to ensure compliance by the project company with the engineering design and technical specifications. The initial construction project may be subject to review by the host Government so as to ensure that it conforms to the specifications and technical requirements for the development of the project.

The project was designed to improve the provision of medical care by helping to establish a telecommunications infrastructure, develop telepathology (remote diagnosis) and promote tele education.
