The UNEP Manual on Design, Approval and Evaluation of Projects already provides tools (project progress report, terminal report and self evaluation fact sheet) for collecting comprehensive information on the life of a project to meet evaluation and reporting requirements including specific outputs. Fund management officers are following up the project development through the project management report sheet, where all the expected and received reports are listed.

The final phase of a project cycle is a project evaluation once all activities provided for under the project have been completed.

141. UNDP s report on project evaluations indicates 83 per cent of its projects had a positive impact on final recipients and 84 per cent had a positive impact in terms of capacity building.

The Committee is of the view that the Board s recommendation should be implemented unless the administration can prove that the inclusion of outputs in the project management report sheet would duplicate similar outputs for the same project as reported in the tools specified in the UNEP Manual on Design, Approval and Evaluation (namely, project progress reports, terminal reports and self evaluation fact sheet).

(f) There were weaknesses in the programme management both under the trust funds and the environment fund, such as commencement of projects before their acceptance and or approval, non receipt or delay in receipt of quarterly expenditure statements and half yearly progress reports, delay in receipt of terminal reports and self evaluation fact sheets and delay in closure of the projects.

During 1996, 24 projects were evaluated compared to 19 in 1995 and 16 in 1994.

In mid 1997 the Office collected comparative prices resulting from some three dozen of its own procurement efforts as well as prices obtained by others and found a significant price benefit with the Office s involvement.

Evaluation of Project Lessons This evaluation, begun in April 1997 and to be finalized in October 1997, is to determine the relationship between project features and performance and is to help implementing agencies to improve on project design.

A large majority of projects reported that they had achieved their targets.

The majority of project evaluations took place either at the end or after the conclusion of the project concerned.

(c) The Beijing Express project (RER 95 003), which, according to the evaluation report, was considered quot ... probably without parallel among all the projects here considered in the kind of enthusiasm it provoked among participants and stakeholders ... in publicizing the importance of action in the area of women apos s issues and addressing the gender dimension.

The two studies evaluated 10 United Nations economic reports and 7 global social reports.

The Unit is also backstopping another 25 project evaluations in 2005.

As to monitoring and evaluation, the Committee notes that this is part of the project implementation costs, and that up to 2 per cent is allocated for project evaluation.

37. The Office, recognizing that no formal requirement exists to evaluate the work of national professional project personnel, will ensure that more formalized evaluation is instituted.

Proposals have been received and the technical and cost evaluations are ongoing.
