31. Annex I to document A C.5 53 13 shows the budgetary assumptions used to prepare the estimates for 1999.

Paragraphs 14 20 of the budget document provide information on the progress achieved in results based management and budgeting by UNICEF.

11. Annex II to document A C.5 53 12 shows the budgetary assumptions used to prepare the revised estimates for 1998.

No advance documentation is expected.

3. The Committee welcomes the streamlining of the presentation as well as the information provided as an annex to the document to support the presentation.

Strict requirements regarding the conditions for paying and controlling advances are outlined in the Finance Manual.

The Committee trusts that these shortcomings in the budget system will be corrected in the new budget system discussed in paragraphs 405 407 of the Overview document. (see para. 24 below.)

The budgetary constraints are presented in detail in document ICCD COP(7) 2 Add.3.

(e) Prevention and early warning mechanisms

It would not always be easy, however, to reflect the posts of gratis personnel in the budget documents, particularly in the case of the regular budget, which was prepared 12 to 24 months before the budget was implemented.

No advance documentation is expected.

In that context, the EU welcomed the formulation of a results based programme and budgets document for the 2006 2007 biennium.

A number of innovations have been introduced in the budget documentation, including the presentation of a programme support cost budget, utilization of costed work plans for budget preparation, a linkage between activities and mandates, as well as a comparison between the budget and the outline.

The first year budget for the GM has been estimated by UNDP at approximately US 2.8 million (see Annex 2).

The Controller introduced the paper on the proposed move to biennialize UNHCR's programme budget.

The variance relates mostly to the proposal by the Peacekeeping Financing Division for the development, maintenance and support of a budget formulation database system for peacekeeping budgets and the support account, including software licences, implementation and customization, hardware, software upgrades and disaster recovery ( 985,000).

The existing mechanisms to prevent and investigate cases of sexual exploitation and abuse will continue under UNIOSIL.

New concepts such as humanitarian intervention, preventive diplomacy, economic and political conditionalities, sanctions and world government reflect this reality.
