In 1994, less than 2 tonnes of liquid cannabis, 1,457.5 tonnes of cannabis herb and 868.3 tonnes of cannabis resin were reported seized.

While trafficking in cannabis herb still dominates the global situation with regard to trafficking in cannabis, trafficking in cannabis resin has been increasing and indoor cannabis cultivation continues to increase in many developed countries.

The pattern of cannabis seizures since 1980, shown in figure 10, suggests that, at the global level, cannabis resin has increased in importance relative to cannabis herb.

The report prepared by UNDCP provides a basis for the Commission and the Board to review the functioning of present approaches to control.

The estimated dry weight of the cannabis herb produced was over 180,000 tonnes.

25. In 1995, around 80 per cent of the cannabis herb seized in Europe originated in Colombia.

For cannabis herb, amounts decreased from 5,805 tonnes in 1980 to 3,024 in 1995, and for resin they increased from 171 to 1,059 tonnes.

The Commission called upon States intending to submit draft resolutions for consideration at its forty ninth session to submit draft proposals to the Secretariat one month prior to the commencement of the session.

The Netherlands recorded the largest annual seizures of herbal cannabis in Europe in 1995, accounting for 74 per cent of the European total, while Belgium, France, Germany and Norway also seized substantial amounts of cannabis herb, together accounting for a further 20 per cent of the total seized in Europe.

The following draft resolution, recommended to the Commission for adoption, summarizes the main issues contained in the present report.

It also contains a proposal for the Commission to approve the revised draft financial rules of the Fund of UNDCP (E CN.7 1997 8, annex I). Should the Commission at its fortieth session support the revised draft financial rules, the Secretary General would be in a position to promulgate those rules in 1997.

With an estimated production capacity of 175,000 tonnes in 1995, South Africa is one of the largest potential producers of cannabis herb.

Strong support was expressed for such a draft declaration, and the Commission was pleased that the timetable for its preparation would ensure that it would be possible to submit it to the Commission at its forty first session, and thereafter to the special session of the General Assembly to be held in June 1998.
