The bases of the Russian approach are the fundamental elements of the peace process the Madrid formula, based on Security Council resolutions 242 (1967) and 338 (1973), and the principle of land for peace.

Welcoming the convening at Madrid of the Peace Conference on the Middle East on the basis of Security Council resolutions 242 (1967) of 22 November 1967 and 338 (1973) of 22 October 1973 aimed at the realization of a just, comprehensive and lasting peace, and expressing grave concern about the stalling of the peace process on the Syrian and Lebanese tracks,

There is no need to prove that a comprehensive, just and lasting settlement of the Palestinian question can be achieved only on the basis of the full implementation by the parties of the agreements already reached in the framework of the Madrid peace process and Security Council resolutions 242 (1967) and 338 (1973), including the principle of land for peace. At the beginning of this year many of us felt optimistic and cherished new hopes for further progress on the road towards peace.

In conclusion, the delegation of Belarus would like to express its profound commitment to a comprehensive settlement of the conflict in the Middle East on the basis of the formula of land for peace enshrined in Security Council resolutions 242 (1967) and 338 (1973), with full respect for the rights of all States of the region to live in peace within secure, internationally recognized borders.

The delegation of Thailand would like to take this opportunity to reaffirm its full support for the inalienable rights of the Palestinian people and for the Middle East peace process, as well as its commitment to a comprehensive, just and lasting peace based on Security Council resolutions 242 (1967), 338 (1973) and 425 (1978).

Moreover, the preamble refers to the Madrid Peace Conference convened on the basis of Security Council resolutions 242 (1967), 338 (1973) and 425 (1978), and the formula of land for peace. Another preambular paragraph stresses the illegality of the Israeli settlement construction and settler activities in the occupied Syrian Golan.

From the very first day of Egypt apos s initiative for the establishment of peace in the Middle East, and despite the innumerable obstacles and countless impediments, Egypt, under the leadership of President Hosni Mubarak, continued to strive for a comprehensive and just peace. The maintenance of peace in the Middle East must be pursued on the basis of the principle of land for peace, in accordance with Security Council resolutions 242 (1967) and 338 (1973).

We support strongly those negotiations and the foundations on which they are based Security Council resolutions 242 (1967) and 338 (1973), the principle of land for peace, the Madrid process and the Oslo Declaration of Principles concluded between Israel and the Palestine Liberation Organization (PLO) in 1993. We consider that the attainment of a lasting peace requires a comprehensive agreement in which the rights of each of the parties is respected on an equitable basis.

Israel needs security and peace Palestinians need land, as well as peace and security. Neither can unilaterally dictate terms to the other side. Escalating punishment will not bring security. Israel needs to demonstrate its seriousness and its willingness to move towards secure peace in the Middle East and towards credible negotiations and lasting settlement on the basis of resolutions 242 (1967), 338 (1973), and 425 (1978), exchanging land for peace.

My country also calls for the taking of the steps necessary for the resumption of the peace negotiations among all the parties concerned. We are convinced that Security Council resolutions 242 (1967), 338 (1973) and 425 (1978) and the principle of land for peace remain the basis of a comprehensive, just and lasting peace.

My delegation calls on the parties concerned to re establish an ongoing dialogue and resume their cooperation to change the current alarming situation and make progress in the effective implementation of the agreements reached, on the basis of Security Council resolutions 242 (1967), 338 (1973) and 425 (1978) and the principle of land for peace. Indeed, as we know, peace is an endeavour based on mutual trust and requiring behaviour which will lead to an atmosphere of calm.

In closing, my delegation wishes once again to urge both sides to reinject momentum into the stalled peace process and to implement all the agreements within the framework of the Oslo accords so that a comprehensive, just and lasting peace can be established in the Middle East on the basis of Security Council resolutions 242 (1967), 338 (1973) and 425 (1978).

Arab leaders have repeatedly emphasized that Israel s commitment to the implementation of Security Council resolutions 242 (1967), 338 (1973) and 425 (1978) would pave the way for a durable and just peace in the area. But we want a durable, comprehensive and just peace based on the principles of international law and the resolutions of international legality. The President We have heard the last speaker in the debate on this item.

(a) A clear reference to the difficulties faced by the peace process in the Middle East as a result of the Israeli rejection of that process, which was based on the Madrid Conference and the principle of land for peace, and in accordance with Security Council resolutions 242 (1967), 338 (1973) and 425 (1978). The resolution should call for efforts to support the process on the above mentioned bases

With the demise of apartheid and the end of the cold war, and with our entry into the twilight zone of decolonization, the peace process should be revived in earnest so that the inalienable rights of the Palestinians can be restored in accordance with Security Council resolutions 242 (1967), 338 (1973) and 425 (1978) and the principle of exchanging land for peace. The Gambia will continue to support the legitimate rights of the Palestinians.
