Senegalese Prime Minister Abdoul Mbaye has cited high interest rates as a major impediment to GDP growth. Last November, at a conference marking the Central Bank of West African States 50th anniversary, Senegalese President Macky Sall pleaded for an interest rate reduction.

In reaching their estimate, the researchers took into account major investments by both the public and private sectors in a wide range of projects. Examples include the funding of small scale renewable energy projects in Uganda by the United Kingdom, Germany, Norway, and the European Union, as well as the African Risk Capacity supported by the UK and Germany which offers insurance to governments against drought and other natural disasters.

In the countries that currently do well on the Ibrahim Index of African Governance Botswana, Ghana, South Africa, and others citizens can use the law to protect themselves and their property from illicit encroachment, and to resolve their disputes in an impartial setting. For those at the bottom Somalia, the Democratic Republic of Congo, and the Central African Republic the rule of law is a fiction that must be made real.

Last month, on the Day of the African Child, thousands of young people marched on the streets of Addis Ababa, Ethiopia, and took over 20 African and Asian parliaments to demand universal education for girls. On July 23, girls took to the streets in Pakistan, led by Baela Raza Jamil of Idara e Taleem o Aagahi, which is campaigning for what the Nigerian schoolgirls have lost the right to an education.

Looking beyond the Middle East, Africa provides the best evidence for a geopolitics based as much on regional powers and institutions as on traditional great powers. While Annan has been trying his diplomatic best to resolve Syria s crisis, upheavals in Senegal, Mali, Malawi, and Guinea Bissau have been swiftly addressed by other regional powers.

But, after the coup the AU and the Economic Community of West African States (ECOWAS), backed by the UN, immediately suspended Mali s membership in the AU, imposed economic and diplomatic sanctions on the country, and placed travel restrictions on coup leaders. Just over two weeks later, ECOWAS announced that it had reached an agreement with the coup leaders to return the government to civilian rule in exchange for lifting the sanctions.
