The Egyptian Government pays close attention to the issue of unemployment in its efforts to achieve comprehensive social and economic development. It seeks adequate solutions to reducing unemployment, including the establishment of far reaching programmes to provide employment opportunities, such as the Tushki project, the East Tofri'a project and the North West Suez Bay project.

The southern part of Manhattan was without power for almost a full workweek, apparently because a major substation hub in the electrical grid, located beside the East River, was knocked out in a fiery display when Hurricane Sandy and a tidal surge caused it to flood. There was no pre built workaround to deliver power by an alternate route.

Finally, there have been multilateral security dialogues the ASEAN Regional Forum and now the East Asia Summit the most prominent among them designed to be vehicles for confidence building, and conflict prevention and management. These mechanisms have so far promised more than they have delivered, though not for want of continuing efforts to give them more clout.

But, 19 years later, the Washington based Foundation for Middle East Peace reports that more Jewish settlements have been built in the occupied Palestinian territories since the Oslo Accords than before they were signed. As a result, the need for Israel to freeze settlement activities has become an international not just a Palestinian requirement for effective peace talks.

More broadly, keeping military expansion in check, enlarging the number of countries that conclude the Arms Trade Treaty, and improving mutual understanding among national defense authorities are now the paramount issues facing Asia. They should be the focus of the East Asia Summit, which in turn should become the premier forum for taking up regional security issues and ensuring that stability is maintained.

If we treated China as an enemy, we were guaranteeing an enemy in the future. If we treated China as a friend, we could not guarantee friendship, but we could at least keep open the possibility of more benign outcomes.

With so much at stake, Majid Jafar of UAE based Crescent Petroleum was right to worry at the recent World Economic Forum on the Middle East and North Africa at the Dead Sea. His proposal of an Arab Stabilization Plan, inspired by the post 1945 Marshall Plan in Western Europe, is laudable.
