Global leaders must encourage Europe to tackle its problems decisively by offering advice, financial support, and constructive criticism. Russia must continue to press for an Alliance of Europe a new framework for economic and diplomatic relations among the EU, Russia, and the rest of Greater Europe which could offer a way out of Europe s systemic crisis.

The refrain of his winning song, Together 1992, was Unite, unite Europe. Almost 20 years later, the Swedish band Europe s hit song, The Final Countdown, seems more appropriate for the euro area with every passing day.

Similarly, at last month s summit in Brisbane, the G 20 created a new Global Infrastructure Hub to facilitate information sharing, thereby streamlining infrastructure projects. And, the EU s Connecting Europe Facility has allocated 5.85 billion ( 7.2 billion) from now until 2020 to help kick start private investment in infrastructure projects linking member countries energy systems.

The EU needs to acknowledge that it is no longer the center around which its neighbors revolve. As Stefan Lehne, a visiting scholar at Carnegie Europe, recently put it, Europe is undergoing a Copernican revolution.

PARIS In his masterpiece Diplomacy, Henry Kissinger describes, probably too idyllically, the international balance of power system that, following the Congress of Vienna in 1814 1815, produced what came to be called the Concert of Europe. As Kissinger describes it, after the Napoleonic Wars, There was not only a physical equilibrium, but a moral one.

Even if the US managed to get Russia to the negotiating table, convincing it to accept sizable cuts in its TNWs arsenal could require the US to fulfill additional demands, such as limiting NATO s military concentrations and facilities near Russia s periphery and resurrecting the Treaty on Conventional Armed Forces in Europe on the Kremlin s terms.Moreover, Russian leaders demand that other nuclear armed states accept comparable limits on their TNWs stocks.

VIENNA Forty years ago, the Conference on Security and Cooperation in Europe concluded with the signing of the Helsinki Final Act, a historic triumph of cooperation over conflict that set the stage for the end of the Cold War. The accord represented a revolutionary approach to comprehensive security, as well as to bilateral and multilateral relations.

In fact, estimates of potential migration flows from East to West are relatively small. According to An agenda for a growing Europe , a report published by Oxford University Press in 2004 for the European Commission, 250,000 to 450,000 workers will go West during the first one to two years, followed by around 100,000 to 200,000 annually thereafter.
