Mr. Mondriguez Torres withdrew.

This article should be read in conjunction with article 10 of the same Constitution, which states

At the invitation of the Chairman, Mr. Mondriguez Torres (Puerto Rico Bar Association (CAPR)) took place at the petitioners' table.

Mr. Torres Lépori (Argentina) reiterated his concern about the security and safety of all United Nations peacekeeping personnel.

Mr. Mondriguez Torres (Puerto Rico Bar Association (CAPR)) said that, since the 1951 referendum, Puerto Rico's status had been that of a Commonwealth associated with the United States.

Two such examples were the cases of Oscar Lopes Rivera and Carlos Alberto Torres serving disproportionately long prison sentences who were subjected to psychological torture, including restrictions on visits by their family.

Mr. Torres Lépori (Argentina), speaking on behalf of the Rio Group, acknowledged the importance of providing the United Nations with adequate financial resources for the implementation of its mandate.

Mr. Torres Lépori (Argentina) expressed support for the statements made by the representative of Jamaica on behalf of the Group of 77 and China and the representatives of Cuba, Costa Rica and India.

Mr. Torres Lépori (Argentina), speaking on behalf of the Rio Group, welcomed the adoption of the draft resolution but regretted the delays in the issuance of the relevant documentation.

Mr. Torres Lépori (Argentina) speaking on behalf of the Rio Group, said that Haiti was the only Latin American issue on the agenda of the Security Council and the members of the Group were therefore keenly interested in its consideration.

Also at the same meeting, the Committee heard the following petitioners Julian Aguon on behalf of Trini Torres, Debtralynne K. Quinata, Vanessa Ramos, Helen Hardin (on behalf of Zach Wamp), Antonio López Ortiz, María Inés Miranda Navarro, Rosa María Ostogain Etxeberria and Justin Knapp (see A C.4 60 SR.3).

After an exchange of courtesies, in which Ms. Taylor Roberts (Jamaica) and Mr. Torres Lépori (Argentina) spoke on behalf of the Group of 77 and China and the Rio Group, respectively, the Chairman declared that the Fifth Committee had completed its work at the current stage of the first part of the resumed fifty ninth session of the General Assembly.
