To answer that question, we should consider not just the 1815 Treaty of Vienna, but also the 1648 Peace of Westphalia and the 1919 Treaty of Versailles, each of which in its own way brought to an end a bloody chapter in European history.

In 2008, such a catastrophic scenario was narrowly avoided, owing to policy intervention, including the coordination effort under the so called Vienna Initiative (in which the European Bank for Reconstruction and Development, among others, was involved). A new pact to secure the achievements of financial integration is now urgently needed.

But, since the onset of the global financial crisis, eurozone based banks subsidiaries in emerging Europe have been reducing their exposure to the region. In 2009 2010, the European Bank Coordination Initiative known informally as the Vienna Initiative helped to avert a systemic crisis in developing Europe by stopping foreign owned parent banks from staging a catastrophic stampede to the exits.

Such measures aim to reduce the risk of conflict by increasing trust among participating OSCE states, and by contributing to greater transparency in the field of military planning and other activities. The Vienna Document, which is the key to understanding these OSCE efforts, obliges annual exchanges of information on existing military forces, the structure of armed forces, and major weapons and defense systems.
