The bill that Abe has submitted aims to establish a Japanese National Security Council, based on lessons from the successes and failures of similar institutions in other countries, such as the NSC in the United States. The Security Council of Japan something of a stopgap measure created to provide advice from relevant cabinet members to the prime minister in times of crisis will now be reorganized as a formal institution.

Second, the principle of the indivisibility of European and US security, so fundamental during the Cold War, remains valid. Security initiatives should therefore first be discussed bilaterally within the NATO EU framework only then should a common position be presented at the OSCE.

The same is true of the Middle East, where an unscheduled meeting of the Gulf Cooperation Council in November brought some unexpected good news Saudi Arabia, Bahrain, and the United Arab Emirates committed to return their ambassadors to Qatar after an eight month absence.

Regional cooperation also holds great promise. Indonesia and Malaysia, which together account for 85 of the world palm oil market, have agreed to establish the Council of Palm Oil Producing Countries, which will harmonize standards and promote environmentally sustainable production practices.

The WEF s Global Agenda Council on the Future of Government, of which I am a part, has considered ways in which information technology can improve governance and reduce feelings of alienation among the governed. The most effective initiatives, the council observed, often arise from partnerships between government and the private sector.

The National Council for Women has been restructured, there is a new Egyptian Feminist Union, and a number of coalitions made up of feminist NGOs have been created. But they are far from being sufficiently organized to work together effectively.

This is a challenge for the general proposition of self help, and also for my own new venture the Health Initiative Coordinating Council (HICCup), which will advise five communities competing to win the HICCup Prize for the greatest improvement, according to five metrics, in health (not health care) over five years.

Iraqi legislators are considering reducing the age for child marriage to nine. Pakistan s Council of Islamic Ideology is calling for all age limits on marriage to be abolished.

Finally, we are strengthening the institutional scaffolding of Pakistan s education system. For example, we have created the National Curriculum Council, which will standardize school curricula throughout the country, while ensuring that they are consistent with national requirements and international benchmarks.

Not surprisingly, the President of the Natural Resources Defense Council, an admired environmental group, recently remarked that fracking is about the most complicated thing I have encountered. More research on the environmental risks and benefits of shale energy, and the development of new standards and regulations to control these risks are required.

Full realization of this vision would require either a change to the existing European treaties or, more feasible, agreement by eurozone members on a new treaty, like the fiscal compact that entered into force in 2013. In the meantime, Article 136 of the existing Treaty on the Functioning of the EU would allow for some preliminary steps, such as the designation of votes at the European Council that are reserved for eurozone countries only.

Today, Libya appears set to undergo similar struggles, owing mostly to the presence of powerful political actors outside the NTC. The 20,000 strong Tripoli Military Council, for example, which controls the capital, has been consistently independent of the NTC, and forced out its first foreign minister, Mahmoud Jibril.

Instead of just complaining, I recently decided to create HICCup, the Health Intervention Coordinating Council, a self appointed counseling service aimed at persuading local institutions to embrace a long term perspective and launch a full scale intervention in their communities. For practical reasons, there are a few guidelines but anyone who wants to do this without following our rules is welcome to do so.
