But, since the onset of the global financial crisis, eurozone based banks subsidiaries in emerging Europe have been reducing their exposure to the region. This is a challenge for the general proposition of self help, and also for my own new venture the Health Initiative Coordinating Council (HICCup), which will advise five communities competing to win the HICCup Prize for the greatest improvement, according to five metrics, in health (not health care) over five years.

In fact, a backlash against Western hegemony in global governance has been brewing for years, with developing countries increasingly turning away from the IMF in favor of creating alternative, regional sources of funding. The Association of Southeast Asian Nations (ASEAN), together with China, Japan, and South Korea, established the Chiang Mai Initiative in 2000, and Latin American countries launched negotiations on the Banco del Sur in 2006.

The reform proposals came from diverse quarters the governor of the People s Bank of China a commission convened by the United Nations General Assembly on reform of the international monetary and financial system, headed by the Nobel laureate Joseph E. Stiglitz and the French Palais Royal Initiative, led by former IMF Managing Director Michel Camdessus. There have been myriad academic contributions to the debate as well.

I think about this challenge a lot these days, because my new startup, called HICCup (Health Initiative Coordinating Council), aims (in part) to help people do just that on a massive scale, though initially concentrated in just a few communities. The point is not to turn everyone into an obsessive calorie , weight , or step counter, but to get people to be better self manipulators.

It follows the Palestinian National Council s declaration in 1988 of a Palestinian state alongside the state of Israel. It also follows the Arab Peace Initiative, adopted by the Arab League at its Beirut Summit in 2002 (and to which Israel has yet to respond).

Perhaps most important, deeper regional integration calls for closer cooperation in macroeconomic and financial surveillance, as envisaged by the Chiang Mai Initiative Multilateralization. Asian countries must be able to conduct well coordinated candid reviews of one another to reduce the likelihood of risks and detect emerging vulnerabilities.

As a new report by the Open Society Justice Initiative shows, by targeting ethnic minorities, police alienate some of the very people on whom they depend for cooperation and intelligence. And by pre selecting fixed categories of people for heightened scrutiny, the authorities overlook those who do not fit the profile.

Although gender norms are clearly undermining men s health worldwide, key international organizations continue to disregard the problem or address only those issues that are specific to girls and women when devising strategies to improve global health. The Global Health Initiative, for example, uses American taxpayer money to offset the gender related inequalities and disparities that disproportionately compromise the health of women and girls.

BRUSSELS European policymakers have decided that they must be seen to be doing something about youth unemployment. A special summit of Europe s heads of state has been called, and a Youth Employment Initiative, proposed at the EU Council of Ministers meeting in February, aims to reinforce and accelerate measures that were recommended in a Youth Employment Package in December 2012.

But larger financial flows are needed, particularly from the private sector. According to the OECD and the Climate Policy Initiative, developed countries collectively mobilized 52.2 billion in 2013 and 61.8 billion in 2014 to help poor countries reduce greenhouse gas emissions and build resilience against the effects of climate change that can no longer be avoided.

Several estimates indicate that, given the additional demand for reserves, the world could absorb annual allocations of 200 300 billion or even more. This has prompted many including People s Bank of China Governor Zhou Xiaochuan the United Nations backed Stiglitz Commission the Palais Royal Initiative, led by former IMF Managing Director Michel Camdessus and the Triffin International Foundation to call for changes to the international monetary system.

This display of astonishing courage and determination to get an education should be an inspiration for us all in the fight against discrimination. To support and encourage more girls to attend school in the face of abduction threats, the Nigerian Safe Schools Initiative has been launched to fund fortifications, telecommunications, and security measures aimed at allaying children s fears about going to what should be a safe haven.

For starters, finance provides an accurate yardstick to gauge if deeds are consistent with words. In 2011, Unburnable Carbon, a path breaking report by the nongovernmental Carbon Tracker Initiative, showed that the proven fossil fuel reserves owned by governments and private companies exceed by a factor of five the quantity of carbon that can be burned in the next 50 years if global warming is to be kept below two degrees Celsius.

But there is much more to the story. In fact, retaliation against the militant group was little more than a convenient excuse to launch the so called Jubaland Initiative, a plan to protect Kenya s security and economic interests by carving out a semi autonomous client state in southern Somalia.

In 2008, such a catastrophic scenario was narrowly avoided, owing to policy intervention, including the coordination effort under the so called Vienna Initiative (in which the European Bank for Reconstruction and Development, among others, was involved). A new pact to secure the achievements of financial integration is now urgently needed.

Morocco s evolutionary approach to improving the country s well being quietly and resolutely building on the political, economic, and social reforms launched more than a decade ago is backed by an overwhelming majority of citizens. A new constitution, proposed by the king and adopted in a referendum in July 2011, has already generated robust political competition.

Nor is it true that nothing can sway the Arab world from its hostility to Israel. The Arabs might never accept the moral justice of Zionism, but, as the Arab Peace Initiative indicates, they would consider accepting the political legitimacy of a Jewish state.

While Meshal maintained a hardline stance in his speech in Gaza (see below), in private discussions he expressed a readiness to accept a Palestinian state based on the 1967 borders. Meshal even stated that, if Israel reconsidered its attitude toward the Arab Peace Initiative of 2002 which calls upon the Arab world to recognize Israel s right to exist in exchange for Israel s return to its 1967 borders Hamas would do the same.

Handled with forbearance and firmness, relations with Russia should remain difficult but manageable. With NATO backing off, the European Union stepping in with its Eastern Partnership initiative to shift continuing competition in the post Soviet space onto a less antagonistic footing, and President Barack Obama demonstrating his willingness to assuage Russia s damaged pride, major confrontation should be avoidable.
