Permanent Secretariat of the Stockholm Convention

Those elements are outlined included in paragraph 3 of document UNEP POPS INC.7 10.

As described in documents UNEP POPS COP.1 30 and UNEP POPS COP.1 INF 26, the Secretariat of the Stockholm Convention organized four case studies within the scope of administering technical assistance under the Convention through identified institutions across varying regions of the globe. The centres used for the case studies are

The Expert Group adopted the agenda set out below, on the basis of the provisional agenda which had been circulated as document UNEP POPS EGBATBEP.1 1

The possible modalities for a capacity assistance network were previously considered in the document UNEP POPS INC.6 19.

They are summarized together with other relevant information available in document UNEP POPS COP.1 INF 5.

The Co Chair drew attention to the objectives and possible outcomes of the meeting, as set out in the scenario note for the meeting (UNEP POPS EGBATBEP.1 INF 1), and the tentative schedule for the week (UNEP POPS EGBATBEP.1 INF 2).

The two sets of guidelines as adopted by the Conference of Parties to the Basel Convention, as well as decision VII 13, are reproduced in document UNEP POPS COP.1 INF 12.

Annex UNEP POPS COP.1 INF provides a summary of the information received together with some of the additional data available to the Secretariat and WHO.

Subject to rule 31 of the rules of procedure, the Working Group may wish to adopt its agenda on the basis of the provisional agenda contained in document UNEP POPS OEWG NC.1 1.

The United Nations Environment Programme (UNEP) Chemicals has developed guidance for a global monitoring programme onfor persistent organic pollutants that is contained in document UNEP POPS COP.1 INF 23.

The draft guidance takes into account comments received from Governments, which that are compiled inincluded document UNEP POPS COP.1 INF 14.

The format and questionnaire were forwardedare presented for to the Conference of the Parties at its first meeting for consideration and possible adoption by the Conference of the Parties at its first meeting in document UNEP POPS COP.1 3.

no reference to the article. note also that 1 b refers only to the requirement to transmit the plan the need to update is covered in para 1 c but there is no explicit requirement to transmit the updated plan to the cop. presumably this is understood?

In response to the above request, the Secretariat prepared a progress report, which was presented to the seventh session of the Intergovernmental Negotiating Committee at its seventh session, in document UNEP POPS INC.7 20.

In addition to the present note, the Secretariat has prepared an information document on confidentiality procedures and arrangements under selected international agreements and forums (UNEP POPS POPRC.1 INF 13).

On the basis of the examples and precedents described in document UNEP POPS POPRC.1 INF 13, the Committee may wish to consider the following issues related to the handling of confidential information and the establishment of relevant arrangements

Stockholm Convention, Article 3 and Annex B, part II Report of the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants on the work of its sixth session (UNEP POPS INC.6 22), annex I , decision INC 6 2 and Report of the Intergovernmental Negotiating Committee on the work of its seventh session (UNEP POPS INC.7 28), annex I, decision INC 7 2.

Consistent with the budget for 2003 noted by the sixth session of the Intergovernmental Negotiating Committee, as contained in part B of annex VI to the report of the session (document UNEP POPS INC.6 22), the Secretariat completed the following activities

The annotated agenda for the meeting (UNEP POPS COP.1 1 Add.1) will identify the issues for discussion and the meeting and information documents pertaining to each issue.

Paragraph 19 of the terms of reference of the Persistent Organic Pollutants Review Committee (UNEP POPS COP.1 31, annex I, decision SC 1 7) requires the Committee to establish confidentiality arrangements as a matter of priority.

This was carried out with due consideration of document UNEP POPS INC.7 INF 21 regarding the guidance and information needed to assist the Conference of Parties in evaluating continued need for DDT for disease vector control.

A complete list of participants, including observers from Governments, observers from intergovernmental and non governmental organizations and others, is set out in document UNEP POPS EGBATBEP.1 INF 7.

Introducing agenda item 3, the Secretariat made a short presentation on the draft guidelines on best available techniques and provisional guidance on best environmental practices, as contained in document UNEP POPS COP.1 INF 7.

The process and format for the review and update could be based on the interim guidance contained in document UNEP POPS COP.1 INF 13 that was developed to assist countries in the preparation of national implementation plans.

Consistent with the budget for 2004 approved by the Intergovernmental Negotiating Committee at its seventh session, contained in decision INC 7 1, the text of which may be found in annex I to the report of the session (document UNEP POPS INC.7 28), the Secretariat completed the following activities

At its seventh session, the Intergovernmental Negotiating Committee, in paragraph 1 of its decision INC 7 1, approved the staffing table and budget for 2003 and for 2004 2005, contained in annex I to the decision, which is contained in annex I to the report of the session (document UNEP POPS INC.7 28).
