6 Regarding some of these issues, the coordinator prepared a considerable amount of text in the course of her mandate as Special Rapporteur on terrorism and human rights however, for reasons already stated in her reports, in the end she either did not include it or included it in very reduced form. The default is to build PHP as a CGI program. This creates a commandline interpreter, which can be used for CGI processing, or for non web related PHP scripting. If you are running a web server PHP has module support for, you should generally go for that solution for performance reasons.
