Since information on the activities of some major donors is not available and since only sketchy information has been made available by respondents regarding projects to be implemented in the coming five years, it is premature to judge at this time whether this increase will be sustained.

Regarding some of these issues, the coordinator prepared a considerable amount of text in the course of her mandate as Special Rapporteur on terrorism and human rights however, for reasons already stated in her reports, in the end she either did not include it or included it in very reduced form. Some of it could now usefully contribute to the drafting of the Sub Commission guidelines.

73. Mr. PRENDERGAST (Jamaica), Coordinator for the Group of 77 and China, said that he would like to make the following changes to paragraph 14 of the English text. In the fourth and fifth lines, the words quot to quot and quot proposals quot should be added, so that the sentence would read quot and to set forth in his substantive report to the General Assembly at its fifty second session, proposals regarding the format ... quot .

The reason, of course, is the Parameters for a Joint Comprehensive Plan of Action Regarding the Islamic Republic of Iran s Nuclear Program, the framework just adopted by Iran and the P5 1 (the UN Security Council s five permanent members China, Britain, France, Russia, and the United States plus Germany). The agreement constitutes an important political and diplomatic milestone, and it contains more detail and is broader in scope than many anticipated.
