If only such practices were used to tackle the vast majority of the problems that overwhelm Somalia. In this quintessential failed state, this sort of elders wisdom may be the only option to start dealing with the quagmire created by the lawlessness that has gripped the country since the departure of the dictator Said Barre in 1991.

At its 5th meeting, on 8 June 2005, in accordance with a decision taken at the outset of the 3rd meeting, the Special Committee granted a request for hearing to Moulud Said of the Frente Popular para la Liberación de Saguía el Hamra y de Río de Oro (Frente POLISARIO), who made a statement at the same meeting (see A AC.109 2005 SR.5).

An example can be used to illustrate the above. On 11 September 2004 four vehicles carrying about 100 militiamen allegedly loyal to the coalition headed by Sheikh Yusuf Mohamed Said Indohaade, which supports the Juba Valley Alliance, headed by Colonel Barre Hirale, rushed into Wadajir and reportedly looted eight private homes, a medical store, the medical centre post run by Kisima and the primary school.

Having examined the available information, and without prejudging the arbitrary character of the detention, the Working Group decides, in accordance with paragraph 17 (a) of its revised methods of work, to file the case of Dr. Abdullah b. Ibrahim b. Abd El Mohsen Al Rayyes, Dr. Said b. Mubarek b. Zair, Mr. Jaber Ahmed Abdellah al Jalahma and Mr. Abderrahman Al Lahem.

According to the Mecca agreement signed last February, Hamas would give up important ministries such as finance, interior, and foreign affairs, while Abbas would ensure the end of the economic siege. Four months later, however, the siege has not been lifted, and the Hamas ministers (such as former Foreign Minister Mahmoud Zahhar and Interior Minster Said Siyam) who were forced out now feel betrayed and are demanding their jobs back.

Europe endured centuries of violent religious and national struggle, culminating in the horrors of the two world wars, before achieving its current stable state system. The Middle East probably will pay less in terms of time and violence but the idea that what emerges will necessarily be European style nation states may turn out to be a Western conceit.
