To reduce the risk of runs in derivatives markets, regulators around the world are poised to require that derivatives trades be carried out through clearinghouses or exchanges. The clearinghouses will have many advantages, but not as many as regulators might think.

There seem to be good reasons for organizing regulators as general rather than sector specific agencies (moreover, some of the difference in performance expected from competition agencies and regulators would likely disappear if the regulator were general instead of being sector specific in nature).

Of course, regulators cannot easily require all banks to be well run in Bagehot s sense. So banks require capital as a backstop.

Regulators could not go back and fix it with their new Dodd Frank powers, because the firm would already be ripped asunder. So, as it stands now, regulators need to preempt bankruptcy, not rely on it, because as soon as any failed financial firm files for bankruptcy, it has signed its own death warrant.

The largest, most sophisticated banks have become expert at remaining one step ahead of regulators constantly creating complex financial products and derivatives that skirt the letter of the rules. In these circumstances, more complicated regulations merely mean more billable hours for lawyers, more income for regulators switching sides, and more profits for derivatives traders.

That happened because European bank regulation is still characterized by a race to the bottom. Colleges of regulators, the supposed solution, are inadequate.

Since the effect of these regulators operates with a time lag, UNICEF must maintain a certain amount of cash as a liquidity provision.

Endless discussion of the coexistence of genetically engineered and conventional organisms has reinforced the stigma, leading activists to pursue frivolous yet damaging litigation.
