The Subcommittee encouraged the participation of officials from economic development ministries at the Conference in addition to officials from the environment ministries.

These activities are, in the majority of countries, covered by the ministries of agriculture and forestry and the ministries of economic relations, land planning and environment.

Many submissions stress that the resources allotted to ministries of culture or ministries of youth and sport are often reduced because of the host of other economic, social and political priorities on government agendas.

It also helped some ministries to convince colleagues in the relevant ministries to expedite payment of contributions.

It does not compete with other ministries, but ensures that specific ministries for example, the ministries for education, labour, health, social development, economy and finance include a youth dimension in their own development policies in the context of national, regional and local government.

Within the current caretaker Government, there have been some reports of tension between the parties over portfolios and prolonged delays over the allocation of the key sovereign and economic ministries.

Gender responsibility has, thus, been increased among ministries and agencies.

Four were Deputy Ministers. Five were Directors General of Ministries.

Some ministries relate constructively to these groups, to mutual advantage.

The ministries with most women directors are Education (67 ), Employment (53 ) and Health (47 ), whereas the Ministries of Development and Transport have no women at this level.

Syrian women and men received equal pay for equal work, and women were represented in the Parliament, the ministries, the judiciary and all areas of the country apos s economic and social life.

Ministries and localities will also do the same with their respective plans.

In addition, there are five women director generals in various governmental ministries.

18. States are encouraged to organize special training in international law for legal professionals, including judges, and personnel of ministries of foreign affairs and other relevant ministries as well as military personnel.

IAMB was briefed on measures taken to control the disbursements from the Development Fund for Iraq, including the closure of current accounts at various ministries and the establishment of a procedure whereby allocated funds would not be transferred to the ministries but disbursements to the ministries would be based on estimated monthly needs.

The international community OHR, UNHCR, OSCE, UMNBIBH, CRPS provides support to these ministries.
