With its own actions and as far as it converges with its objectives, CONAE will support the initiative for research on Global Change, which is presently acquiring institutional and international cooperation dimensions, with the IGBP (International Geosphere Biosphere Programme) and other institutions.

In accordance with General Assembly resolution 52 56, paragraph 15 (b), the Subcommittee continued its consideration of the item concerning progress in national and international space activities related to the Earth environment, in particular progress in the International Geosphere Biosphere (Global Change) Programme.

The payloads of the satellite segment of both systems would be designed to monitor the land and ocean environment, the geosphere, hydrosphere and meteorological conditions, with the aid of visible, near infrared, microwave, short wave and thermal radiometers, synthetic aperture radar, radar altimeter and scattering lidar.

UNEP, through GRID Sioux Falls, is collaborating with NASA, USGS, EPA, the United States Forest Service and the International Geosphere Biosphere (Global Change) Programme in the development of a global database on land cover characteristics using Advanced Very High Resolution Radiometer (AVHRR) data (with 1 kilometre resolution).

Research activities as part of regional networks were also enumerated examples are the Botswana Global Change Research Committee affiliated with the International Geosphere Biosphere Programme (IGBP), the Caribbean Foresters Society, the Caribbean Community, and the Organisation of East Caribbean States National Resources Management Unit project for the Caribbean.

In the field of Earth observation, regional and international programmes such as the International Geosphere Biosphere Programme and Mission to Planet Earth provided the international research community with the opportunity to address effectively such issues as global warming and climate change, ozone layer depletion, global deforestation, land degradation and management of the coastal marine environment.

The Committee noted that, in accordance with General Assembly resolution 52 56, the Subcommittee had continued to consider the items concerning matters relating to life sciences, including space medicine progress in national and international space activities related to the Earth environment, in particular progress in the International Geosphere Biosphere (Global Change) Programme matters relating to planetary exploration and matters relating to astronomy.

Another objective would be to consider ways of expediting the use of space applications in Member States to promote sustainable development, particularly through the implementation of the recommendations of Agenda 21 of UNCED as well as their participation in international programmes such as Mission to Planet Earth and the International Geosphere Biosphere Programme or in various applications of satellite communications for commercial, educational or health purposes.
