21. The United Nations had always made its mainframe computer facilities available to the Fund.

The United Nations has also provided mainframe computer services and some communications services at reduced rates.

Some departments continue to rely on mainframe computer applications that require the connection of user desktops to the mainframe of the International Computing Centre in Geneva and its services for job management, printing and administration of the centralized environment.

In respect of the Fund apos s usage of the mainframe, no provisions were included in the United Nations budget proposals, leaving the entire cost of the Fund apos s mainframe computer usage, estimated at 2,966,600, to be met by the Fund.

The mainframe operation of the Centre has been made available to users for compliance testing of their applications.

It has also provided the use of mainframe computer services over the years at nominal or reduced rates.

The Fund now relies on ICC to maintain and support its Internet, messaging and networking services, along with mainframe hosting.

Submissions received from each office were manually formatted and uploaded to the mainframe before any budget officer could analyse the data.

30. With regard to the funding of the mainframe computer system, her delegation supported the Secretary General s recommendation as currently budgeted.

16. The mainframe systems of the Secretariat were relocated to Geneva in 1996 and are now managed by the International Computing Centre.

In June 1996, the Fund secretariat was informed that the United Nations planned to move all mainframe computer processing to ICC in Geneva.

85. If the mainframe computer costs were to be equally shared between the United Nations and the Fund on a provisional basis, as had been suggested by the Secretary, the mainframe costs chargeable to the Fund would be 1,483,300 and would result in total administrative costs of 16,397,500. Table 4 below provides the consequent breakdown by object of expenditure

The Secretary and the Director of ICC agreed that the Fund would remain on the ICC mainframe for a period of at least three years.

Prior to 1990, the Fund had been charged a nominal amount of 40,000 per biennium for use of the United Nations mainframe computer in New York.

So, one of the reasons it's so challenging to prepare for this Y2K problem is, I want to argue, we have what I would call mainframe poisoning.

This database was initially maintained on a mainframe computer application shared between New York and Geneva, which was subsequently migrated to locally maintained integrated library management systems.

83. The Committee noted further that the de facto United Nations UNJSPF mainframe computer cost sharing for the biennium 1996 1997 had been approximately 75 25 per cent.

The new system must also link to the Fund's workflow and mainframe systems in order to receive participant and beneficiary data for inclusion in standard and dynamically created correspondence.

Since then, in recognition of the significant growth in its mainframe usage, the Fund had been paying a larger share of the costs involved, although still at reduced rates.

19. The Board also noted that during the 1980s, when the ICSC secretariat had maintained a total compensation approach, it had developed a computer programme that was resident in a mainframe environment.

In this connection, the Advisory Committee notes that, as indicated in paragraph 12 above, the amount of 1,483,300 included for ICC mainframe computer services reflected the decision taken by the Standing Committee, bearing in mind, however, that the question of the cost sharing of the Fund s ICC mainframe computer services will have to be re examined by the Board in 1998 in the context of the concept paper now under preparation.

120. The UNDP review of the likely extent of the problems concluded that the main risks were in its headquarters mainframe systems and this diagnosis was confirmed by later analysis, which estimated the total cost of recoding the mainframe computer programmes at about 2 million. UNDP was in the process of replacing three of its headquarters systems, the investment subsystem, local staff pension fund and budget formulation, with new, year 2000 compliant, systems.
