Trade and transport facilitation may be incorporated into regional integration processes such as the adoption of ICT, multimodal transport, financial instruments and regional energy markets.

A question was raised as to whether draft article 89(a) would introduce exemption of liability in the non maritime legs of the carriage in case of multimodal transport.

The least developed countries faced a worrying situation with regard to the development of multimodal transport, and challenges included the limited availability of transport equipment, precarious infrastructure, and complex and onerous administrative procedures.

It was also indicated that consideration should be given to the possibility of extending the protection granted by the article to all performing parties in light of the multimodal nature of the draft instrument.

There are currently no uniform international conventions to support international multimodal transportation and it is therefore important for international and regional efforts to be made to develop a new legal instrument to govern transportation.

(c) Promoting comprehensive approaches to removing institutional barriers and facilitating the international movement of goods, people and vehicles and introducing and developing multimodal transport and logistics services to enable active participation in the globalization process

The Economic Community countries were also promoting a multimodal corridor Isaka Dar es Salaam Nyanza by rail and Isaka Lusahunga Nyakahura Ruhigi towards Burundi and from Isaka, through Lusahunga and Rusumo, by road towards Rwanda.

The note by the secretariat (TD B COM.3 EM.22 2) discusses the design and implementation of transit arrangements in the light of new developments in the field of technology, trade facilitation, multimodal transport and transport security.

The multimodal corridor using Lake Victoria will also be linked to the Economic Community countries either by a rail link from the ferry terminal at Kemondo Bay to Rusumo, or by the inland waterway from Kagera to Kagitumba.

Successful transit transport arrangements would bring together the private and public sectors from landlocked and transit countries, taking into account recent developments in international logistics, such as increased multimodal transport, new security requirements, and new information and communication technologies (ICTs).

A concern was expressed that under the network system for multimodal carriage adopted in the draft instrument, draft article 88a (5) might introduce in the contract of carriage derogations also to international transport agreements not relating to maritime transport, and that this result would conflict with mandatory rules of international law.

Other elements that could help Iran increase its share in international trade, as well as benefit the whole region, involved connectivity to international corridors, the use of ICTs in transport, a legal framework on multimodal transport, and the implementation of the Almaty Plan of Action for landlocked and transit countries.

This imperative is even more pronounced when it comes to sensitive neurological procedures. Tasks like maneuvering small blood vessels that are 1 2 millimeters in diameter, or removing a brain tumor without damaging the surrounding tissue, require technologies, such as the operating microscope and multimodal imaging tools, that complement surgeons skills and augment their abilities.

The secretariat continued to provide technical cooperation through project activities under (a) the Norway funded project on assessment of trade facilitation needs and priorities (Project INT 0T 2CS) (b) the Sweden funded project on the establishment of trade facilitation platforms (Project INT 0T 3BJ) and (c) the Islamic Development Bank funded project on international multimodal transport operations in the ECO region (Project RAS 0T 1BR).
