The notification from Australia was first reported in PIC Circular XIX of June 2004, the notification from Chile was first reported in the PIC Circular XV of June 2002 and the notification from the European Community in PIC Circular XIII of June 2001.

This is done through appendix IV of the PIC Circular.

The PIC Circular is published every six months, in June and December.

Those import decisions will be reflected in the PIC Circular of December 2005.

This synopsis is provided in the PIC Circular in English, French and Spanish.

Such summaries and synopses are communicated to Parties and participating States through the PIC Circular.

Chrysotile (serpentine forms of asbestos) is included in the PIC procedure as an industrial chemical.

Summaries of the proposals verified as complete are circulated in appendix II of the PIC Circular.

The information was included with the PIC Circular, which was sent to all designated national authorities.

To begin a new proposal submission procedure, newly received notifications from each of two PIC regions are required.

(ii)b. A prior informed consent (PIC) process could be implemented under the Protocol through the appropriate legal mechanism.

Subsequent reminders of the failure to transmit a response will take the form of a listing in the PIC Circular.

For each chemical included in the PIC procedure a decision guidance document has been approved by the Conference of the Parties.

Also included is information relating to provisions in articles 12, 14 and 16, including activities of Parties which are not reported in the PIC Circular.

In electing members, due consideration shall be given to the principle of equitable geographical representation of the regional groups of the United Nations the PIC regions .

Also, any response listed in the PIC Circular that does not address importation is considered to be an interim response that does not contain an interim decision.

The Convention establishes the principle that exports of a chemical covered by the Convention can only take place with the prior informed consent (PIC) of the importing party.

The list of designated national authorities is circulated with the PIC Circular every six months, with a request that the information be checked and changes reported to the secretariat.

Under this system, when an exporter intends to export for the first time in each year, PIC must be issued through the central EU bureau to the importing countries' designated authority

At its tenth session the Negotiating Committee took note of the working paper on the preparation and use of focused summaries prepared by the Interim Chemical Review Committee (UNEP FAO PIC INC.10 15) and invited designated national authorities to prepare focused summaries on a voluntary basis using the information at their disposal (see the report of the Intergovernmental Negotiating Committee on the work of its tenth session, UNEP FAO PIC INC.10 24, para.

The secretariat updates the list of designated national authorities as new designations and changes to existing designated national authorities are received and distributes the complete list with the PIC circular every six months.

Participating States are reminded that, as the transitional period ends on 24 February 2006, the PIC Circular published in December 2005 will be the final circular to include import responses from non Parties.

It covers pesticides and industrial chemicals that have been banned or severely restricted for health or environmental reasons by Parties and which have been notified by Parties for inclusion in the PIC procedure.

At its XXXX meeting, held in XXXX on XXXX the Conference of the Parties adopted the decision guidance document for chrysotile asbestos with the effect that this chemical became subject to the PIC procedure.

The document entitled Educational reform in Bosnia and Herzegovina was developed and presented to the Peace Implementation Council (PIC) in Brussels, on 21 November 2002, and was accepted by both Entities in Bosnia and Herzegovina.

The information provided in the present note includes a summary of the information circulated to designated national authorities by the secretariat through the PIC Circular pursuant to articles 4 7, 10, 11 and 14 of the Convention.

Appendix III of the PIC Circular contains a list of chemicals that are currently included in Annex III of the Convention and the date of first dispatch of the corresponding decision guidance document to designated national authorities.

Participating State means a State or regional economic integration organization that is not a Party to the Convention, but that has nominated a designated national authority or authorities for the purpose of participating in the PIC procedure.

TEAP reported that in Honduras and Guatemala, grafting and 1,3 D pic are replacing MB in the melon and watermelon sectors with 22 MB reduction achieved in the 2004 2005 season for Honduras (TEAP report, May 2005, page 140).

Those notifications have either been verified and synopses circulated to Parties in appendix I of PIC Circulars XX (December 2004) and XXI (June 2005), have been found to fall short of the requirements of Annex I or are still under verification.

In addition, the secretariat circulated information relating to the domestic regulatory action of one Party (which did not result in the ban or severe restriction of a chemical) to all Parties together with PIC Circular XX (December 2004), as requested.

In this regard, the meetingparticipants wereas informed that in the European Union (EU), the PIC provision of the Rotterdam Convention has been implemented through EU regulation 304 2003, and that this regulation includes two ODSs carbon tetrachloride and methyl chloroform.

At its first session, the Interim Chemical Review Committee developed a flow chart of the process and explanatory notes for drafting decision guidance documents for banned and severely restricted chemicals and severely hazardous pesticide formulations (UNEP FAO PIC ICRC.1 6, annex IV).

At its fourth session, the Committee agreed that focused summaries were complementary to the process of regulatory action and would facilitate its work and approved the working paper on the preparation and use of focused summaries (UNEP FAO PIC ICRC.4 18, para.

Those responses, together with all the previously submitted responses and information on all cases of failure to provide a response, were circulated to Parties in appendix IV of PIC Circulars XX (December 2004) and XXI (June 2005), in English, French and Spanish.

At its third session, the Interim Chemical Review Committee agreed that when forwarding notifications for review the secretariat should initiate collection of information on international trade in the chemical concerned and adopted guidelines for the determination of ongoing trade in chemicals (UNEP FAO PIC ICRC.3 19, para.

During the negotiation of the Rotterdam Convention and the period when the interim prior informed consent (PIC) procedure was in effect, the secretariat used the United Nations Environment Programme (UNEP) and Food and Agriculture Organization of the United Nations (FAO) official contact points as well as their lists of observers for communication purposes.
