Of the 14 missions, 7 have air operations and or aviation safety specialists assigned.

The Air Operations Assistant acts as Officer in Charge in the absence of the Chief Aviation Officer.

Those measures have dramatically improved the manner in which the Organization procures and manages its aviation operations.

The Field Administration and Logistics Division Air Operations Manual, distributed in June 1998 to all field missions which have aviation assets, provides guidance on aviation requirements development and resource management and is geared towards standardizing aviation planning in all peacekeeping missions with long term air contracts.

Air Operations Unit is also responsible for implementing accident prevention measures through the establishment and execution of the aviation safety programme.

The mission urges the Department of Peacekeeping Operations to take all necessary measures to ensure the use of aviation assets in an efficient and effective manner in support of security operations.

The Department of Peacekeeping Operations informed the Board that it had applied more rigorous review and regular monitoring of its aviation budgets.

The Department of Peacekeeping Operations developed an action plan for the 2005 06 financial year to provide sufficient training to aviation staff.

18. The Department of Peacekeeping Operations responded that aviation support requirements were an integral part of its planning process for new missions.

In late 1997, Logistics and Communications Service recommended an increase to 11 Professional level posts for air operations and aviation safety personnel.

Prior to the establishment of the Air Operations and Air Safety Units, no detailed accounts of United Nations aviation records could be located.

In addition, a complete review of aviation procedures has resulted in the publishing of detailed job descriptions and qualification requirements for air operations officers, air safety officers and air operations air safety officers.

44. Recommendation 3 that the Field Administration and Logistics Division of the Department of Peacekeeping Operations ensure that all peacekeeping missions conducting aviation operations have the requisite number of suitably qualified and experienced staff members, and that those staff members have been trained in standard United Nations aviation practices prior to posting (IV97 064 03).

(c) Conduct aviation safety assessments of all aviation components of the Mission

The Tanzania Aviation Authority also works closely with the Ministries of Foreign Affairs and Defence and National Service in clearing military and diplomatic flight operations.

46. Recommendation 4 that OIOS conduct a review of aviation operations in peacekeeping missions to ensure compliance with accepted United Nations rules, policies and practice.

51. The Office of Internal Oversight Services commends the initiative taken in 1997 to improve the Organization s protection against liability claims arising from aviation operations.

(f) Identify and analyse sub standard areas that exist in operations, communications, maintenance, servicing, administration and transport facilities relating to aviation services throughout the Mission

This placed enormous demands upon the Field Administration and Logistics Division s predecessor, the Field Operations Division, in terms of adequately managing the operations of those new missions, including the recruitment of suitably qualified and experienced United Nations staff to manage aviation operations in the field.
