201. On 10 October 1994, the Special Rapporteur transmitted the case of Ganesh Bauri, who had died after allegedly being tortured in West Bengal on 5 July 1993 (see E CN.4 1995 34, para. 356).

In addition, studies were being conducted on the role of plankton in the Bay of Bengal and how it related to cholera, as well as an analysis of outbreaks of yellow fever and ebola viruses in Africa.

208. The Special Rapporteur sent an urgent appeal on 25 March 1996 on behalf of some 180 Bhutanese people residing in refugee camps in eastern Nepal, who were arrested in Jalpaiguri district, West Bengal, by Indian police on 19 March 1996.

The committee, which I head, deliberated over three weeks of hearings, summoning senior representatives from the foreign and home ministries, as well as the government of the most affected state, West Bengal. On December 7, we unanimously recommended that the parliament ratify the constitutional amendment.

From Dhaka, Clinton made the short journey to India s West Bengal, where her host was the diminutive Chief Minister Mamata Banerjee, whose election ended 34 years of Communist rule in the state. Assurances of US investment in Bengal s development flowed whether funds will actually follow remains to be seen.

On 25 March 1996 the Special Rapporteur sent an urgent appeal on behalf of some 180 Bhutanese refugees who had been arrested in West Bengal on 19 March 1996, to which the Government replied on 11 April 1996 that apprehension as to their ill treatment in custody was unwarranted.

The source also reported a further incident involving Bhutanese refugees which it alleged to have occurred on 19 June 1996 when some 100 persons were allegedly beaten with lathis by about 30 officers of the West Bengal police during a funeral march at the bridge at Mahanda on the border between Jalpaiguri and Darjeeling districts.

One such corridor extends 800 kilometers from the Bay of Bengal across Burma to southern China. In addition to gas pipelines the first is scheduled to be completed this year it will include a high speed railroad and a highway from the Burmese coast to China s Yunnan province, offering China s remote interior provinces an outlet to the sea for the first time.

Burma s strategic importance reflects, first and foremost, its geographic location between India, China, Thailand, and Southeast Asia. Ringed in the north by the southern ridges of the Himalayas, to the east by foothills of dense teak forests, and to the west and south by the Bay of Bengal and Indian Ocean, Burma s geography has always shaped the country s history and politics.

Solar photovoltaic power is inducing a powerful revolution in such areas. On Sagar Island, in our province of West Bengal, a 26 kilowatt solar photovoltaic plant is meeting the entire electricity needs of all 300 homes. Similar initiatives are being pursued in villages in southern India. Over the last few years, India has placed increasing emphasis on producing grid quality power through the solar photovoltaic route.

Then there is the Bay of Bengal, where Chinese infrastructure investment is set to transform the backward Myanmar seaside town of Kyaukpyu and the surrounding region by tapping offshore gas fields and constructing a pipeline to Yunnan Province in southern China. These initiatives reflect not only China s voracious drive for natural resources and new trade routes, but also Myanmar s own plans to create a mini Singapore within its borders.

18. By the same letter the Special Rapporteur informed the Government that he had received the following allegations of torture, including rape, and ill treatment occurring in the Chittagong Hill Tracts Kajoli Chakma and Sunita Chakma (aged 16), were allegedly raped at gunpoint in Lallyaghona village on 5 September 1994 by a commander and two soldiers of the Ugalchari Army Camp of the 46 East Bengal Regiment (EBR) of the Bangladesh Army.
