First, the fight for human dignity and respect for life, as with any struggle for human rights, is set in motion and tenaciously pursued by members of civil society, by individuals more than by states. It was a representative of the Age of Reason, Cesare Beccaria, who first advocated in 1764, in a few pages of a seminal booklet, the abolition of capital punishment.

National level input was collected through the widespread distribution of a booklet entitled Making commitments matter a toolkit for young people to evaluate national youth policy , published in English, French and Spanish.3 This toolkit was developed to familiarize young people with the proposals for action contained in the World Programme of Action for Youth and to solicit their engagement in its 10 year review.

Current activities include a handbook for national institutions on HIV AIDS and human rights, an expert meeting held in Bangkok in March 2004 on HIV AIDS and human rights in the Asian Pacific region (which resulted in a number of recommendations), and disseminating the interactive cartoon booklet, HIV AIDS Stand Up for Human Rights, launched by OHCHR, UNAIDS and WHO on Human Rights Day, 10 December 2003.

On the occasion of the third substantive session of the Open ended Working Group on tracing illicit small arms and light weapons and of the Second Biennial Meeting of States to Consider the Implementation of the Programme of Action, held from 6 to 17 June 2005, the Department of Public Information, in collaboration with the Department for Disarmament Affairs, updated a booklet entitled Small arms and light weapons selected United Nations documents.
