27. However, these exciting developments happen to converge with a period of budgetary contraction, which has hit especially hard in the field.

5.7. The Secretary General shall provide the Committee for Programme and Coordination and the Advisory Committee on Administrative and Budgetary Questions with advance copies of the proposed programme budget by the end of April of the year preceding the budgetary period.

The budgetary provision for the 2005 2006 audit totals 32,800 for the financial period ( 16,400 provided for in 2005 and 16,400 provided for in 2006).

12. The Administration submits budget performance reports on peacekeeping operations to the Advisory Committee on Administrative and Budgetary Questions three months after the end of each budget period.

The actual average vacancy rate for the period was based on the average number of staff proposed for the 12 month period contained in the report of the Advisory Committee on Administrative and Budgetary Questions of 4 March 1997 (A 51 423 Add.1) against the actual staff on board during the period.

The current report described the complete budgetary requirements for the period 21 May to 31 December 2005, which were estimated at about 22 million net or 23.9 million gross.

For the financial period 2005 and 2006, the Assembly of the Authority adopted a budget of 10,800,000.16 While this indicates a nominal average increase of 1.45 per cent for each year of the financial period in relation to the previous period, when inflationary factors are considered it represents another budgetary decrease in real terms.

4. The changes in the budgetary requirements for the peacekeeping operations in Haiti for the period from 1 July 1997 to 30 June 1998 are summarized in table 1 below

Additionally, budgetary provision was made for 21 international staff and 38 local staff throughout the 12 month period to provide central support to UNTAES, UNMIBH and UNPREDEP, as well as three international administrative assistants for the period from 1 March to 30 June 1997.

Extra budgetary in kind contributions are those for which UNHCR has not made a budgetary provision.
