Report of the Customs Office

The Customs Office and the National Office of Nuclear Energy and Technology have adopted a supplementary agreement concerning measures to be arranged and technical training to be given to customs personnel.

Representatives from immigration, customs, narcotics, and the Attorney General's Office meet regularly.

Likewise, training courses will continue to be provided for officials of the Naval Prefecture and the Customs Office.

The Office of the High Representative, with the European Commission and the EU Customs and Fiscal Assistance Office, invested heavily in ongoing support for the Indirect Taxation Administration.

The Customs Office has been allocated powers under article 1 (b) and (c) of the Customs Code, Decree Law No. 15,691, in particular with regard to the illicit trafficking of nuclear and radioactive material.

Among the recommendations made, paragraph 3 of the resolution assigns the Customs Office the power to intervene in this area.

The customs expert of the Monitoring Group met with the head of the WCO Regional Intelligence Liaison Office in Nairobi, who said that a special customs operation could be conducted in the regional customs territory with the aim of further enhancing the United Nations arms embargo on Somalia.

European Union agencies, particularly the Police Mission and the Customs Financial Assistance Office, are closely associated with this aspect of the EUFOR mission.

(a) In the two customs zones, i.e. the land customs zone and the maritime customs zone

Customs declaration for goods and vehicles should be presented to the customs entities before customs control is applied to the goods and vehicles, before they undergo customs processing and are released from customs control.

The submitted customs declaration is collected by customs entity.

An agreement between the National Office of Nuclear Energy and Technology and the Customs Office is pending approval. It includes prior certification by the nuclear regulating authority (National Office of Nuclear Energy and Technology) for the import export and transit of radioactive materials through the country.

Controls on the cross border movement of liquid cash, negotiable instruments and other items of value are part of the normal controls that Dutch Customs carries out. The customs authorities report unusual movements of money and commodities they encounter to the Unusual Transactions Disclosures Office.

Under the agreement between the Customs Office and the National Office of Nuclear Energy and Technology, officials assigned to land border posts, Carrasco Airport and the Port of Montevideo will be provided with appropriate instruments for detecting radioactive materials.

All documents necessary for customs payments are to be completed, namely budget transfer notice of customs fees and customs fee receipt.

Examples are the guide for customs officers prepared by the NOU in Romania (also available as software), UNEP's Customs Quick Reference Tool, the rapid screening tool developed by the CAP team in the West Asia Region or the poster included in UNEP's training manual both of which are reportedly placed on office walls and used by some customs officers as a day to day reference.

That is, the customs bodies undertake customs control regardless of the purpose of the activities of the persons transferring goods across customs borders.

Immigration has recently purchased a computer system, which will link to the Attorney General's office, customs, and the police in order to assist in the instant sharing of information.

Working in cooperation with international and regional law enforcement partner agencies, such as the International Criminal Police Organization (Interpol), the Customs Cooperation Council, also known as the World Customs Organization and the European Police Office (Europol), the United Nations Office on Drugs and Crime has contributed to building up capacity within law enforcement agencies and assisted in their efforts to ensure operational coordination to combat cross border trafficking.

In anticipation of these activities, which will be conducted in 2005, the National Office of Nuclear Energy and Technology has conducted a theoretical and practical training course for customs officials.

This group has developed a Framework of Standards for security and facilitation, which describes the detailed arrangements for Customs to Customs and Customs to business cooperation.

Similarly the customs department has instituted a computerized program known as the automated system for customs data (ASYCUDA), which integrates customs and clearing and forwarding activities.

In levying customs duties, late fees and others, the customs shall collect them in RMB.

The Ministry of Economic and Financial Affairs, through the Customs Office, has authority over border controls to detect and prevent the illicit trafficking of weapons of mass destruction and their precursors.

In cases where the customs examines and identifies the customs value of the import and export goods, the taxpayer may, in writing, request the customs to provide written explanation concerning how it identifies the customs value of the import and export goods, the customs shall make such written explanations to the taxpayers.

The National Atomic Energy Commission shall coordinate with the Customs Office on how radioactive material may be imported so that it is handled rapidly and safely in keeping with the Commission's regulations.

Whenever appropriate, the staff of the field office has continued to work with Customs in Larnaca facilitating shipments of other United Nations agencies and to provide logistics support to UNFICYP and UNAMI.
