(a) The General Assembly in fascicle form in the context of the proposed programme budget of the United Nations

The issuance of the fascicle is followed by a full detailed proposal submitted in the fall for decision by both bodies.

In point of fact, throughout the fascicle there was a lack of supporting justification of the operational necessity for proposed action on these posts.

The submission to the General Assembly would be in the form of a revised fascicle of the proposed programme budget of the United Nations.

The total resources available to OIOS would therefore be the sum of what was contained in the fascicle and the revised estimate for the World Summit.

VIII.56 The Advisory Committee notes that pursuant to General Assembly resolution 58 269, the budget fascicle identifies resources estimated at 154,000 (regular budget) and 20,800 (extrabudgetary) for monitoring and evaluation.

VIII.63 The Advisory Committee notes that pursuant to General Assembly resolution 58 269, the budget fascicle identifies resources estimated at 64,700 (regular budget) and 231,200 (extrabudgetary) for monitoring and evaluation.

Table 32.3 of the fascicle categorizes the alteration improvement and major maintenance projects as projects deferred from prior periods, multi year phased projects, recurrent projects and new projects for 2006 2007.

I.34 The Advisory Committee commends the Department for General Assembly and Conference Management for its continued improvement of the presentation of the budget fascicle and its attention to recommendations of the Committee.

VIII.68 The Advisory Committee notes that pursuant to General Assembly resolution 58 269, the budget fascicle identifies resources estimated at 36,000 (regular budget) and 5,000 (extrabudgetary) for the conduct of monitoring and evaluation.

It was also felt that the Secretariat should be encouraged to make a greater effort to ensure that the narrative of each budget fascicle is similar to that of the related programme set out in the programme plan.

As regards the estimates for the Office of Internal Oversight Services, for reasons explained in its first report on the proposed programme budget for 2006 2007,1 the Advisory Committee did not take up the fascicle pertaining to section 29 (A 60 6 (sect.

As indicated in paragraph 28G.7 of the fascicle, the regular budget funding would provide for five work months at the Professional level and four work months at the local level, and extrabudgetary resources would cover three work months at the local level.

IV.26 The Advisory Committee recommends that the organization chart at the end of the fascicle for section 11 be reformatted so as to show the true linkage between the Office of the Special Adviser, the Economic Commission for Africa and the Department of Public Information.

Under the circumstances, the Committee fully expected a reworked fascicle for section 29, which would incorporate the approach of the new Under Secretary General for Internal Oversight Services as well as the financial implications of the portions of the Summit Outcome that relate to the Office of Internal Oversight Services.

13.11 In line with the administrative arrangements between the United Nations and WTO, the Secretary General submitted to the General Assembly in the second quarter of 2005 a simplified fascicle with an indication of the level of resources that ITC planned to request for the biennium 2006 2007 (A 60 6 (Sect.

Requests the secretariat to provide in the future a user friendly explanatory note, drawn from the budget fascicle, containing information on the substantive rationale for the allocation of resources to substantive subprogrammes and the manner in which various resources respond to that rationale, and provide explanations on various components of budgetary allocations

The Committee understands that an attempt was made to reflect in the budget fascicle for the Office of Programme Planning, Budget and Accounts, the meetings of the Advisory Committee, the Committee for Programme and Coordination and the Fifth Committee that may require attendance by the staff of the Office of Programme Planning, Budget and Accounts.

The Committee recalls that, in accordance with the new procedure, a simplified fascicle is submitted to the Assembly and the World Trade Organization (WTO) General Council in the second quarter of the year preceding the forthcoming financial period, with a request that both bodies take note of the planned level of resources that will be requested.

In response to a question that had been raised, he said that no revised fascicle would be issued for the Office of Internal Oversight Services (OIOS), but that the revised estimates for the implementation of the World Summit Outcome would provide an update of the overall level of resources to be made available to the Office.

Expresses disappointment that the quantitative indicators for the activities under the section dealing with technical assistance do not appear in the budget fascicle, and takes note of the assurances provided by the secretariat that such indicators are still in the relevant data base of the United Nations (IMDIS) and that the secretariat will make use of them

At the next meeting of the Working Party in May June, the official fascicle of the UNCTAD section of the proposed programme budget would be made available to the Working Party for its consideration, and the outcome of the Working Party's deliberations would be brought directly to the attention of the central reviewing bodies, namely ACABQ and the General Assembly.

As explained in paragraph 13.5 of the budget fascicle, the proposed requirements for the biennium 2006 2007 represented a decrease of 0.8 per cent in real terms compared with the resources approved for the biennium 2004 2005 also included was a request for two new Professional posts (1 P 4 and 1 P 3) to reinforce the core activities of ITC.

VIII.17 The Advisory Committee notes from paragraphs 28B.14 (a), 28B.20 (a) (i) and 28B.25 (a) (i) of the budget fascicle that the outputs to be delivered during the biennium 2006 2007 under section 28B would include servicing of intergovernmental expert bodies, including the Advisory Committee, the Committee for Programme and Coordination and the Fifth Committee of the General Assembly.

XII.5 With regard to the 2006 2007 programme budget proposal, the Advisory Committee regrets that the presentation in the budget fascicle (A 60 6 (Sect. 33)) was structured with separate tables, presenting, on the one hand, resource requirements for regular and extrabudgetary resources and posts (tables 33.3 and 33.4) and, on the other hand, jointly financed resource and post requirements (tables 33.6 and 33.7).
