The gender policy of UN Habitat, which aims at the effective implementation of its gender policy and at addressing the Habitat Agenda5 commitment to gender equality, has three overall objectives

The decisions taken by the Governing Council would help guide UN Habitat and its many partners towards the fulfilment of the Millennium Declaration targets and the implementation of the Habitat Agenda.

In response to paragraph 11, the Preparatory Committee for Habitat II took into account the conclusions of the mid term view of the Strategy during its preparation of the Habitat Agenda.

11. Calls upon UN Habitat to strengthen its regional approach to the coordination and implementation of its normative and operational activities, and invites all countries in a position to do so to support the activities of UN Habitat in this regard

UN Habitat initiated the strategy of Habitat programme managers, in collaboration with UNDP.

Under its new Strategic Vision, UN Habitat intends to ensure that its promotion of norms such as housing rights and good governance make a difference in the way UN Habitat and its partners work, and that lessons learned from programme implementation expand its knowledge of how to make development initiatives more effective.

The Deputy Executive Director of UN Habitat, Mr. Daniel Biau, gave an overview of the development of the partnership between UN Habitat and local authorities since the 1996 Habitat II meeting. culminating in the signing of the agreement of cooperation between UN Habitat as the focal point for local authorities within the United Nations system and UCLG as its main partner.

UN Habitat launched an aggressive campaign to solidify its financial base to carry out and improve the delivery of its approved work programme.

9. Working in close partnership with the rest of the United Nations system and partners in civil society, the United Nations Centre for Human Settlements (Habitat), in its capacity as focal point for the Habitat II follow up, issued a series of guides for implementing the Habitat Agenda.

UN Habitat is bringing the use of such expertise into the mainstream throughout its normative and operational activities.

The status of UN Habitat as a Programme appeared to have had a positive effect on its results.

UN Habitat was therefore to be commended for its Sustainable Cities Programme and for the Global Urban Observatory.
